- Description
- The U. S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA), intends to contract a base and 4 options with Merit Network for Internet and Internet-2 connectivity in the Great lakes Environmental Research laboratory (GLERL) Ann Arbor, MI and Lake Michigan Field Station (LMFS) Muskegon, MI offices. Merit Network is the current Internet Service Provider (ISP). Merit is the only known provider in Michigan for access to Internet-2 network connectivity. The proposed procurement is for services for which the Government intends to solicit and negotiate with only one source, Merit Network, Ann Arbor, MI., under the authority of 41 USC 253( c) (1). This notice of intent is not a request for competitive quotations. Interested parties are encouraged to respond to this announcement within 10 calendar days of its publication and shall submit in writing, its name, address, point of contact, telephone number, business size and a brief statement regarding its capability to provide the specified service and the names, telephone numbers, and points of contact for businesses or other Government agencies to which it has previously provided similar services. The vendor will provide full T1 (1.5Mb) connectivity to GLERL in Ann Arbor, MI and Partial T1 (256Kb) connectivity to LMFS in Muskegon, MI. Vendor will provide configuration, maintenance, repair and/or replacement of existing network routers at GLERL and LMFS. Vendor will monitor network connectivity from routers at GLERL and LMFS, and initiate repair services within 15 minutes of a connectivity outage. Vendor will provide a ?Network Operation Center? with 24 hour, 7 day/week access to network support staff. Vendor will provide access and network connectivity to ?Internet-2? when requested by GLERL and LMFS. Vendor shall provide lease telephone lines to their network backbone. Vendor shall provide peak combined network bandwidth of 1.5Mb. Vendor will provide Internet and network training/seminars to designated GLERL and LMFS staff. Vendor will provide at no additional cost, secondary Domain Name Service (DNS) and IP numbers as needed for GLERL and LMFS. Vendor will provide an designated Internet Consultant to serve as a point of contact and support for GLERL and LMFS. Vendor will provide network traffic analysis tools to GLERL and LMFS staff. No response will be provided to those inquiries which fail to provide the information requested. This information shall be faxed to 816-426-7530, Attn: Sharon Walker. A determination by the Government not to compete this procurement is solely within the discretion of the Government.
