Description
This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested in EUROS and a written solicitation will be NOT be issued in conjunction. Solicitation number FA4486-04-R-0017 is hereby issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-22 (05 APR 04). This acquisition is 100% RESTRICTED to Mainland Portugal and its territories in accordance with the Bilateral Agreement between Portugal and the United States and dated 1995. Contractor shall provide all services, materials, supplies, plant, labor, equipment, supervision and travel as required to survey the current installed lighting equipment to determine the technically acceptable change to adequately provide light output for the buildings use when operated at 50 Hz, while meeting the USAF Bioengineering minimum foot-candle or lumen standards for the function served by the installation. All work shall be performed IAW SOW: 1. For HID areas of the buildings listed below, determine what changes to the installed lighting equipment are necessary to provide adequate light output for the building?s use when operated on 50Hz. Whether lighting is adequate shall be determined by comparing measurements taken to the illuminance recommendations set forth in the attached pdf file. For work completed before Lajes Field is supplied with 50Hz power by Electricidade dos Acores (EDA), the lighting installation shall function without damage when supplied with 60Hz power from the Lajes Field prime power plant. Operation at 60Hz from completion of the work until the frequency conversion to 50Hz shall not void equipment or component warranties. For some buildings, a change of ballast may sufficient. For other buildings, a new lighting layout with different or additional fixtures may be necessary. 2. The resulting lighting installation shall meet the illuminance recommendations set forth in the attached pdf file. Categories are given below. 3. Provide all parts, components, materials, tools, equipment and labor to accomplish the necessary changes. The building supply voltages will remain at U.S. standard (208Y/120V, 480Y/277V, etc.) and only frequency will change from 60Hz to 50Hz. 4. All luminaires shall be provided with new lamps. 5. Provide documentation of changes made to the installed lighting equipment. Documentation shall include revised engineering drawings and complete manufacturer?s data. 6. Conduct and document for the Bioengineering staff, Construction Inspector and Electrical Superintendent such testing as is necessary to verify proper operation of the modified lighting equipment at 50Hz. Affected buildings and approximate square footage of HID illuminated area is given below. Contractor shall verify the actual square footage of the area affected: T-207 AAFES Exchange Store 29,000 sf Category E/F T-605 65 LRS Cargo Receiving 24,065 sf Category D T-608 65 LRS WG Readiness Center 25,544 sf Category D T-611 65 LRS Warehouse 26,814 sf Category D T-705 65 OSS Fabrication Shop 16,000 sf Category F T-800 AAFES Exchange Warehouse 40,000 sf Category D A site visit is scheduled at 27 Aug 2004 and will meet at 0900, Bldg 615 Lajes Field Azores. Please call to inform of you attendence. AWARD SHALL BE MADE ONLY TO CONTRACTORS WHO HAVE REGISTERED WITH THE CENTRAL CONTRACTOR REGISTRATION AT: www.ccr.gov. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.212-1 (JAN 2004), Instructions to Offerors- Commercial Items is incorporated by reference. It is amended to read: Submit signed and dated offer to 65 CONS/LGCA, Unit 7775, APO AE 09720 at or before 16:00 Lajes Time, Wednesday, 15 Sep 2004 with the correct Solicitation Number on the outside of the package. Quotations may NOT be faxed. No telephonic responses will be processed. The government reserves the right to make award on the initial quote without discussions. FAR 52.212-2 (JAN 1999), Evaluation Commercial Items is incorporated by reference. It is amended to read (a) (i) price (ii) technical capability of the items offered to meet the Government requirement. Each offeror shall include a completed copy of the provisions at FAR 52.212-3 (JAN 2004), Offeror Representations and Certifications Commercial Items with the quotation. A copy of the Representations and Certifications to be completed is attached and available for download. FAR 52.212-4 (OCT 2003), Contract Terms and Conditions?Commercial Items, is incorporated by reference and applies to this acquisition. FAR 52.212-4(c) is hereby tailored as follows -- changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes (such as changes in paying office, appropriation data, etc.) that may be changed unilaterally by the Government.
