- On or about 28 September 2004, this office will issue Request for Proposals for construction of the CHAPEL CENTER, CRWU 04-3006, BUCKLEY AFB, COLORADO. The solicitation will close on or about 9 November 2004. THIS SOLICITATION IS UNRESTRICTED, OPEN T O BOTH LARGE AND SMALL BUSINESS PARTICIPATION. A site visit is scheduled for 20 October 2004 at the proposed Construction Site at 1:30 p.m. (local time). All Contractors must contact the Corps of Engineers Buckley Resident Office no later than 15 October 2004 so that arrangements can be made with the S ecurity Police to allow entry of the Contractors onto the Base. Contractor s must provide a fax with the following information to the Resident Office for all visitors attending: 1) Name of Contractor or Firm Represented; 2) Visitor Name; 3) Visitor Social Security Number; 4) Visitor Date of Birth and Place of Birth; 5) Visitor Driver's License Number; 6) Visitor Proof of Citizenship Provide a phone number on each fax so that information, which may be illegible or requires additional clarification, can be verified, if necessary. NOTE: THIS INFORMATION MAY NOT BE TRANSMITTED VERBALLY - ONLY A FAX CONTAINING THE INFORMATION IS ACCEPTABLE . The information will be furnished to the Security Police at Buckley's Sixth Avenue Base Gate (This is the north gate of Buckley AFB - it is located at 6th Avenue and Aspen Drive). On the day of the Site Visit, Contractors should enter the base at the Si xth Avenue Gate and present photo ID's to the Guards, then proceed to the Pass & ID Building just inside the gate to obtain a Vehicle Pass. A valid driver's license, current vehicle registration, and proof of insurance will be required for the vehicle pas s. Note that the check-in procedure and issuance of a vehicle pass normally takes approximately 60 minutes for the number of people anticipated. Once a vehicle pass is issued, Contractors should proceed to the project site (see Sheet G003 of the solicitat ion for a map) where a Representative of the Corps of Engineers will meet the contractors to show them the site and the pertinent features. The site visit will begin promptly at 1:30. Because of Security issues and badge requirements, please plan to arriv e early. Questions regarding the site visit should be directed to the Resident Office at the number listed above with a copy of the questions provided to U.S. Army Engineer District, Omaha, Contracting Division, CENWO-CT-M (Polina Poluektova), 106 S 15th Street, Omaha NE 68102-1618. Access to Buckley AFB will be denied to anyone failing to comply with the requirements stated above. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Ordering below. Project Information: (In Approx. quantities) The work consists of a 23,950 square foot, one-story new building. The building will provide a facility for the ministry teams at Buckley AFB to use for religious worship, religious education, fellowship, pasto ral care, and other activities and functions in support of those primary uses. The Chapel consists of four basic functional areas: sanctuary (including the chancel, sacristy, and elevated baptistery), multi-purpose room (including a kitchen and dividable into six smaller rooms), classrooms, and administration areas. These four functional areas are connected by a narthex, which joins the nave to the main entry, and hallways that radiate from the narthex. A reception area joins the administration area to th e narthex. Exterior walls are CMU, finished with stucco used in combination with a stone veneer. The roof structure is typically 11/2 inches galvanized steel roof deck on K-series and LH series bar joists. The bar joists span either to CMU bearing walls or to steel beams and columns, depending on the location withi n the building. The high roof over the sanctuary is 2 inches deep steel deck on bow string top chord bar joists clear spanning the sanctuary to either CMU bearing walls or steel beams and columns. The foundation system consists of cast-in-place concrete grade beams spanning to a deep foundation system of drilled piers. The floor is concrete slab on grade on 6 feet of over-excavated and recompacted structural fill. Roofing materials consist of standing seam and single ply membrane. Mechanical work includ es natural gas-fired boilers, distribution pumps and piping, air cooled packaged chillers, chilled water system, VAV air handling system, a wet pipe fire sprinkler system, associated pumps, ductwork, piping, etc. Electrical work includes step down transfo rmers, fluorescent lamping, metal halide fixtures, communication backbone, addressable fire alarm system, and pre-wiring of CCTV, CATV, voice/data, and intercom systems. Exterior site work includes site grading, access drives, concrete walks, asphalt parki ng, playgrounds, playground equipment, site lighting, utilities and landscaping. Proposal Evaluation: Award of this project will be based on the best value approach considering technical evaluation factors and price. An adjectival method of evaluation will be used to evaluate the technical evaluation factors. The technical evaluatio ns factors include: Construction Experience; Past Performance, Construction; Qualifications of Construction Personnel/Mechanical & Electrical Sub-Contractors; Project Management Plan, Schedule, and Utilization of Small Business Concerns. Price will be su bjectively evaluated considering Best Value and Realism. The estimated construction cost of this project is between $5,000,000 and $7,500,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting proposals for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of En gineers considers the following goals reasonable and achievable for fiscal year 2004: (a) Small Business: 57.2% of planned subcontracting dollars. (b) Small Disadvantaged Business: 10.0% of planned subcontracting dollars*. (c) Women Owned Small Business: 10.0% of planned subcontracting dollars*. (d) Service-Disabled Veterans: 3.0% of plann ed subcontracting dollars*. (e) Hubzones: 3.0% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The awarded Contractor will be required to commence work within 10 days after notice to proceed and complete the work within the time proposed by him, but not to exceed 510 days after receipt of Notice to Proceed. Provisions of the solicitation and result ant contract will include an amount for liquidated damages in case of failure to complete the work within the time proposed in the Contractor's proposal. Performance and payment bonds will be required. Bonding documents including the power of attorney sha ll bear an original signature by an officer of the surety. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format.
