- Description
- The U.S. Environmental Protection Agency (EPA), Office of Pesticide Programs (OPP) is conducting a Sources Sought/Market Survey FOR INFORMATION PURPOSES ONLY, to determine if small and small disadvantaged businesses possess the necessary technical capabilities to support OPP's Health Effects Division (HED). THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND/OR ANY FOLLOW-UP INFORMATION REQUESTS. NO TELEPHONE CALLS REQUESTING A SOLICITATION WILL BE ACCEPTED OR ACKNOWLEDGED. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME, HOWEVER, A DRAFT STATEMENT OF WORK (SOW) IS AVAILABLE. RESPONSES SHALL NOT EXCEED 40 PAGES AND STANDARD COMPANY BROCHURES ARE NOT DESIRED. INFORMATION SHALL FOCUS ON THE CAPABILITY TO PROVIDE TECHNICAL SUPPORT SERVICES DEFINED BELOW. OPP develops data requirements and guidelines for the conduct of studies by registrants that are used, along with other data and information, to assess the potential impact of the use of the pesticide on human health and the environment. Before EPA can use studies and data in assessing risk, these data must be evaluated to determine their adequacy and validity and to ensure that appropriate quality assurance procedures were carried out. Once data have been evaluated and determined to be acceptable and valid, these data are used to assess risk to human health and exposure rates. The OPP requires support primarily in the area of review and evaluation of available data pertaining to the assessment of pesticides on humans. The OPP is responsible for the regulation of pesticides through the registration, registration review and reregistration of pesticides and assessment on humans, individual crops and crop grouping. The purpose of this requirement is to provide exposure assessments and relevant information necessary for EPA to fulfill the requirements of PRIA, FIFRA, FQPA, FFDCA the Pollution Prevention Act, and any other Executive Order or legislative requirement. The specific objectives are to: (1) perform technical reviews of pesticide human exposure studies and studies related to them, e.g., field residue studies; (2) provide technical support for registration and reregistration actions relating to occupational and residential exposure and risk assessments; (3) provide technical support in developing or revising Standard Operating Procedures (SOPs) and Pesticide Assessment Guidelines for exposure studies; (4) evaluate worker protection issues relating to pesticide exposure and pesticide product labeling; and (5) provide other related technical support in the general subject areas of exposure and risk assessment and pesticides to the Health Effects Division of EPA's Office of Pesticide Programs. The data requirements to support registration or reregistration are delineated in 40 CFR Part 158, Guidelines for Registering Pesticides in the United States 1982, Subpart N and other applicable documents which will require the ability to obtain appropriate security clearances. Appropriate Conflict of Interest (COI), Confidential Business Information (CBI) and FIFRA clauses will apply to these requirements. You are directed to the EPA Website under the Sources Sought solicitation number at "http://www.epa.gov/oamhpod1/oppts_grp/0412299/index.htm" for full details on this synopsis and the draft version of the SOW. The anticipated level of effort for this requirement is 10,000 base quantity hours and 6,000 optional quantity hours for each contract period. The government anticipates one base period with four optional periods. Vendors with the capability of providing services defined in the SOW are invited to submit, in writing, sufficient information within the page limitation (40 pages) which demonstrates their ability to fulfill the requirement. No resumes will be accepted. Responses are necessary to demonstrate capabilities/expertise in all aspects of the SOW. Responses, including the vendor's business status (e.g., small, small disadvantaged, minority-owned, 8(a), etc.) should be mailed to the following address: U.S. EPA; ATTN: Alan Scanio (Mail Code 3803R) 1200 Pennsylvania Avenue, NW, Washington, DC 20460. HANDCARRY/COURIER/OVERNIGHT CARRIER ADDRESS: U.S. EPA: ATTN: Alan Scanio (Mail Code 3803R); Ronald Reagan Building; 1300 Pennsylvania Avenue, NW; Bid and Proposal Room - ROOM 61107; Washington, DC 20004.
