Description

The National Institute of Standards and Technology intends to award a sole-source purchase order to the Institute for General Physics, Vienna University of Technology of Vienna, Austria, under the authority of FAR Part 13.106(1)(b) - Only one responsible source. The requirement is the completion of the NIST Database (SRD 100) for the simulation of electron Spectra to include additions to the Database containing the densities and names of 2000 inorganic compounds and an interface to the expert system, the addition of a capability to provide conversion of the units of density for material throughout the softwares, an additon of an extensive database containing estimates for the Auger-electron energies, and extensive testing and debugging of the software and preparation for the release version of the database and the final version of the User's Guide. This procurement is authorized by Federal Acquisition Regulations (FAR) part 13-Simplified Acquisition Procurements. The Contractor is uniquiley qualified because their key personnel is the principal author with the NIST database (SRD 100) and he developed the complex algorithms on which the software is based. He also is the author of over 50 publications in scientific journals on topics related to the database. It is anticipated that an awards will be made on or about September 16, 2004. Interested parties may identify their interest and capabilities to respond to this requirement. A determination by the Government not to compete this requirement based on responsed to this notices is sole within the discretion of the Government, Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. This notice is not a request for competitive quotes. There is no solicitation available.
