- The proposed contract action is for maintenance of both hardware and software support of the Department of Veterans Affairs Insurance Service?s Production and Test Imaging Systems, both of which are critical for insurance operations, with PMI Technologies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The Department of Veterans Affairs intends to award this maintenance contract for a period of performance for a base year and one option year. The Insurance Service within the Veterans Benefits Administration (VBA) in the Department of Veterans Affairs (VA) is responsible for the management of all government life insurance programs available to veterans of the armed forces. The Production Imaging System is an integral part of the VA?s interface and work-flow vehicle VICTARS, an acronym for Veterans Insurance Claims Tracking and Response System. The Test Imaging System is needed to provide a test bed for new imaging software releases prior to installation on the production system, thus avoiding interruption of system availability. PMI Technologies has performed a complete Workflow Analysis and developed a detailed Workflow Design Document which has been the primary enabler for the VA to integrate the Document Management System and the VICTAR System. OLE sInterested persons may identify their interest and capability to respond to the requirement or submit proposals. However, all proposals received within five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
