- The Directorate of Contracting Fort Campbell, KY has a requirement for the Refurbishment of 17 wash carts and Upgrade of 3 wash carts. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The Agency intends to enter into a firm-fixed price contract with Self Contained Cleaning Systems (SCCS), Inc., New Brockton, AL. The basis for restricting competition is the proprietary rights of the manufacture r (SCCS) and the duplicative cost to the Government to utilize another source to satisfy the Governments requirement. Refurbishment and Upgrade consists of Replacing existing axles, wheels and tires; Replacement of fenders; Sandblasting; RhinoCoating; U ndercoating; Installation of utility/tool box; Replacement of jack assembly; Replacement of high pressure wash systems on two carts; Replacement of coil assembly on one cart; Replacement of engine radiators on three carts; Replacement of water hoses, trigg er guns, hose reels, existing belts and chemical hoses; Repair and refurbish high and low pressure pumps; Installation of spare tire and wheel; Replacement of existing lead acid batteries with Gel Cell batteries; and Installation of Diesel/JP8 150(psi) Air Compressor, Hose Reel and supply hose on three carts. NAICS code for this procurement is 333912 and small business size standard is 500 employees. This sole source procurement is under the Simplified Acquisition Procedures, and Other Than Full and Ope n Competition and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued, however; any firm that believes it can meet the requirements may give written notification to the Contracting Of ficer within 10 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated, however, a determi nation by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. See numbered Note 22. If no responses are received, the Government will proceed with the sole source negotiation with SCCS, Inc. Responses are due by 19 Sep 2004, 1:00 p.m. (CST).
