- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is issued as a Request for Quotation (RFQ) Number SP 4410-02-Q-7020. Defense Reutilization and Marketing (DRMS) has a requirement for an armed security guard at DRMO Fairbanks, AK in accordance with the scope of work (SOW). BID SCHEDULE: Contract Line Item Number (CLIN) 0001 - Security Guard Scope of work (SOW): (1) Period of performance will be October 1, 2002 through September 30, 2002. (2) Guard duty hours will be 0630 - 1630. (3) Guard will be armed. (4) Contract Guard shall meet minimum license qualifications within the State they are working in. (5) Contract is subject to Force Protection Conditions currently assigned by the Host or DRMS authority. (6) Guard will perform the following duties: (a) Guard will check identification of all personnel entering the DRMO (b) Guard will ensure all personnel entering the DRMO sign in and sign out. (c) Guard will ensure that all DRMO visitors park their vehicles outside the building exclusion zone. (d) Guard shall be stationed at nearest shelter until proper shelter is erected at entry point. Once guard shelter facilities are available, guard will remain at entry point and visible at all times. DRMO chief shall ensure guard is assigned to proper gate each day. (DRMO locations may have floating entry/exit locations depending upon work demands for the day.) (e) All vehicles will be inspected prior to entering the DRMO and consistent with Force Protection Condition in place for the installation, or DRMO. (f) At the beginning of each duty day the guard will conduct a visual inspection of the DRMO admin office and the general vicinity of the primary entry point. (g) Guard will not leave the post unless properly relieved. Lunch breaks shall be taken only with proper relief, and last no more than 30 minutes. (h) Guard will be required to pass a drug screen prior to employment and subject to random testing while employed at the DRMO. (i) Guard maintains law and order and preserves the peace of the DRMO. (j) Guards will immediately log and report any illegal or suspicious activity to the DRMO chief, and/or the host security force. (k) Guard protects property against such hazards as fire, theft, damage, accident, or trespass. Wage determination number 94-2017 REV 27 will apply. FAR 52.212-2, Evaluation-Commercial Items applies to this solicitation. Fill-in for paragraph A of 52.212.2 is: lowest price for services required. FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions required to implement Statutes or Executive Orders-Commercial Items.
