Description
DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number DE-RQ26-04NT400696 is issued as a Request for Quote (RFQ). This requirement is being issued as a Request for Quotation using Simplified Acquisition Procedures. The following items are to be purchased by the U.S. Department of Energy, National Energy Technology Laboraorty (NETL), Pittsburgh, PA and is to be shipped to our site located in Albany, OR. Items to be purchased are two (2) Horizontal Dilatometer System with the following salient characteristics and specifications for the purchase of the brand name or equal equipment. Award will be made to the low priced, technically acceptable (equal) offeror. Equality shall be determined by the offered equipment???s compliance with the following performance requirements. Compliance will be determined by the offeror???s provision of literature showing performance capabilities or through written narrative discussing the points not covered by the published literature. Specification for the Horizontal Dilatometer System Horizontal dilatometer system (to include measuring part, system controller, furnace power supply, and data collection and analysis software) with an operating temperature range of 25?? C to 1650?? C, and with the following characteristics: measurement range of 5000 microns; digital resolution of up to 0.125 nm/digit; variable contact pressure; and allowable sample lengths of 1 to 25 millimeters. The system must be of vacuum-tight design and capable of achieving vacuums to 10-2 Pa (10-4 mbar) in the test chamber. The LVDT displacement sensors must be extremely stable and not susceptible to fluctuations in room temperature or the expansion characteristics of the LVDT mounting system, and therefore it is required that the LVDT housing be thermostated and the mounting system constructed of a known stable material such as Invar. The furnace must accommodate exchangeable protective tubes, and include a forced-air cooling system for improved cooling times. The instrument must also accommodate the use of aggressive gases as a test environment, without undue damage to the instrument itself, and include gas flow control for one (1) gas, with a flow meter capable of providing gas to the test chamber at 5 to 150 ml/minute. The dilatometer pushrod and sample carrier must be removable and cleanable without loss in dilatometer performance, to accommodate material samples that may evolve gas during testing. Accompanying software must be industry state-of-the-art, and include the capability to determine shrinkage temperatures and steps; coefficients of thermal expansion; etc, while automatically correcting for system influences (following a calibration run). In addition the software must be capable of producing differential thermal analysis (DTA) curves from dilatometer data, indicating both exothermic and endothermic effects; and it must be capable of performing rate-controlled sintering measurements, requiring start/stop, step/isothermal, and dynamic modes. In addition, three (3) alumina gas flow protection tubes; one (1) stainless steel reversing tube; one (1) alumina sample holder and push rod for 15 mm diameter samples, with type S thermocouple; one (1) fused silica sample holder and push rod for 12 mm diameter samples, with type S thermocouple; one (1) graphite sample holder and push rod for 12 mm diameter samples, with type W thermocouple; one (1) alumina sample holder and push rod for 12 mm diameter samples, with type S thermocouple; one (1) alumina sample holder for pastes and powders; one (1) sapphire expansion standard; three (3) thermocouple protection sleeves; and twenty (20) alumina spacers must be included with this purchase. The dilatometer measuring cell must be upgradeable to conduct experiments from -180?? C to +2000?? C through the future addition of user-exchangeable furnaces, should the laboratory decide to purchase these. END OF SPECIFICATIONS. EVALUATION: The following factors shall be used to evaluate offers in order or precedence: Technical compliance with the specifications and salient features described above of this RFQ and cost.The award shall be made using FAR 13, Simplified Acquisition Procedures.
