Description
The 37th Contracting Squadron intends to award a sole source contract to KENS-TV, San Antonio TX, for Air Force News Television productions in accordance with FAR Part 6.302 and FAR 13.5. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request For Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15 and DFARS Change Notice 20030722. Standard Industrial Code 4833, North American Industry Classifiation System Code 515120, and Size Standard not to exceed $12.5M apply to this procurement. A firm-fixed price contract is contemplated for a basic 1 year period with four (4) one-year option periods. The anticipated award date is 1 Oct 04. The contractor shall provide all personnel, equipment, tools, materials, supervision, a permanent production studio, and other items and services necessary for unrestricted and uninterrupted production of 26 biweekly productions, their related promos, and any required emergency or special edition productions on demand. Production shall take place in Bexar County, Texas. Each production includes all pre-production, production, and post-production activities and supplies to create a 28-minute, 26-second live-to-tape ?Air Force Television News? (AF TV News) program (in both bugged and un-bugged versions), a 28-second promo, and a 13-second promo, with time code, in Beta SP and Beta SX formats, to include the following in accordance with accepted commercial television industry standards: proper audio and video levels; accepted vector scope and waveform monitor levels; SMTPE accepted bars and tone; zero tape drop-outs; proper framing and composition of on-camera images; correct character generation to include composition, spelling, identities and proper graphics formats; and mixed audio, slate, and proper labeling, as defined in the Performance Work Statement (PWS), using the Ultimatte System 6 system or equivalent and Abekas A51 equipment or equivalent, and produced from a permanent, sound-proofed studio location using a television news set conforming to the AFNEWS-established design and structure. Contractor personnel (the director or alternate) shall be available during all normal business hours, after hours as needed, and within 2 hours for emergencies. All products used for broadcast (3/4 inch, DVCPRO and BetaSP) must be closed captioned for the hearing impaired using the iNEWS programming production system. The contractor will provide secure and climate-controlled storage of AFNEWS set, and be responsible for safeguarding all government furnished property provided for contractor use, as applicable. This includes all videotapes and other property brought into the contractors building. At the close of each work period, government videotapes and materials shall be secured, including the set. The contractor shall establish and maintain a complete Quality Control Plan to ensure the requirements of the contract are provided as specified. One copy of the contractor's Quality Control Plan shall be provided to the contracting officer not later than the pre-performance conference. An updated copy must be provided to the contracting officer as changes occur. The plan shall describe the method(s) for identifying and preventing defects in the quality of service performed before the level of performance becomes unacceptable. End item acceptance is subject to government verification. Specific items or subjects that will be inspected are (but not limited to) tape dropouts, on time delivery, jumpcuts, audio levels, video levels, and overall presentation of products to include pacing, lighting, and video quality. A designated contractor technical representative may be required to meet weekly with the QAE and the contracting officer during the first month of the contract. Meetings will be as often as necessary thereafter as determined by the Government. On occasion, services may be required to produce special editions of AF TV News in support an activation or exercise of contingency plans outside the normal business hours; total production time for special editions will be severely affected, and program completion and delivery must be accomplished more quickly than usual. Special editions of AF TV News will have the same format and length as the regular editions of AF TV News, but may not require as sophisticated effects as regularly scheduled program production, however, the final product in an emergency response may require rapid movement of the completed show to the Pentagon for airing on the ?Pentagon Channel?. This will require satellite uplink using C Band Analog Uplink. Upon notification by the Air Force News Agency, the contractor shall establish a shooting and editing schedule at the earliest time that is available. The contractor shall ensure the government a higher scheduling priority than its non-government clients in all emergency scheduling matters.
