- This is a combined synopsis/solicitation for noncommercial items prepared in accordance with the format in FAR Subpart 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00164-04-Q-0539 applies and is issued as a request for quotation (RFQ). The proposed contract is being solicited on a sole-source basis to General Dynamics-Advanced Information Systems, Fairfax, VA. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The Carderock Division, Naval Surface Warfare Center (NSWCCD), Code 73, the TSMS TDA, is responsible for the development and acquisition of shore based analysis components fo! r the Total Ship Measurement System (TSMS). General Dynamics-Advanced Information Systems (GD-AIS, formally DSR) is a partner which develops the ship board systems for TSMS. GD-AIS is intimately familiar with TSMS and designed/developed the TSMS telemetry hardware and is the only source which can supply the TSMS telemetry hardware. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-21 as well as DCN 20040113. The North American Industry Classification System (NAICS) Code is 334519 and the business size standard is 500 employees. This requirement is as follows: Clin:0001: l ea, Single Hub Module, PN #A001307 (GD-AIS); CLIN 0002: 5 ea, 12 Channel ACC Module Card, PN #A001304 (GD-AIS); CLIN 0003: 1 ea, Array Controller, PN #A001302 (GD-AIS); CLIN 0004, 3 ea, Wide Band TAIPT Card, PN #A001522 (GD-AIS). Delivery is required F.O.B. Destination. 24 weeks ARO. Final inspection will be at NSWC, Carderock MD! . Selection for award will be based on past performance and price. Quotes that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. All responsible sources may submit a quote that will be considered by the Agency. A Firm-Fixed Price purchase order will be awarded using Simplified Acquisition Procedures.
