Description
FUNDS ARE NOT CURRENTLY AVAILABLE FOR THIS REQUIREMENT. HOWEVER A REQUEST FOR FUNDING IS INCLUDED IN THE FYO4 END OF YEAR SPEND PLAN. AWARD IS CONTINGENT UPON FUNDS BECOMING AVAILABLE ON OR BEFORE SEPTEMBER 30TH 2004. ALL QUOTES NEED TO BE VALID UNTIL 30 SEPTEMBER 2004. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number F33CES42280600 is hereby issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. This acquisition is 100% small business set-aside and is under NAICS code 423990, with a small business size standard of 500 employees. Contractor shall provide all plant, labor, travel, material, supervision, and administration necessary to provide a Single Story Fire, Life and Safety Trailer, 1 ea. Award shall be made only to contractors who have registered with the Central Contractor Registration at: www.ccr2000.com/. Please send any questions or requests to 97 CONS / LGCB, ATTN: Jacqueline K. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR Clause 52.212-1, Instructions to Offerors- Commercial Items, is incorporated by reference. It is amended to read: Submit signed and dated offer to 97 CONS/LGCB, 303 J. Avenue, Bldg 302, Altus AFB, OK 73523-5132 at or before 1200 NOON (1200 P.M.) CST, 16 SEPTEMBER 2004. Submit signed and dated quotations on company letterhead or quotation form. Quotations may be faxed to (580) 481-5138. The government reserves the right to make award on the initial quote without discussions. Each offeror shall include a completed copy of the provisions at FAR clause 52.212-3, Offeror Representations and Certifications?Commercial Items with the quotation. A Firm-Fixed Price purchase order will be issued in writing. No telephonic responses will be processed. STATEMENT OF WORK 1. GENERAL: Contractor shall provide a single story Fire and Life Safety trailer 28 Ft. trailer to 97 CES/CEFP, 606 F. Ave. Altus, OK. 2. MATERIAL SPECIFICATIONS: Must be equal to or better than the following: Dimensions A. In service weight is approximately 7,500 lbs. Fully equipped. B. Overall exterior height of trailers is 10 ft. C. Interior height of trailers is 7' 6" to drop ceiling. D. Trailer width is 102" from wheel wells, body 8' wide. Frame A. Trailer is constructed of 8? channel steel, 2? x 2? angle iron cross ties. B. Frame is painted. C. Hitch measures 4?-8? long in addition to the trailer length. Axles & Suspension A. Axles are rated 5200 lbs each. Injected rubber torsion axles 4" drop tandems. EZ-lube. B. Four wheel electric drum brakes with break away system. C. 4 drop down jacks incorporated into the frame. D. Chrome wheels. Spare tire included. E. 2 5/16 Hitch on tongue. Trailer Construction A. Trailer is welded to frame incorporating tubular steel. Acid washed and painted. B. 1 ?? side walls, square tubular studs, Exterior walls welded steel. C. Frame is equipped with SAE safety chains utilizing welded U brackets on frame. D. Wheel wells are steel and incorporated into the frame. E. Trailer has drop ceiling with drop in lights, fiberglass tiles and white grids. F. Exterior covered with pre-painted 030 aluminum skin. G. 911 vinyl stripe package. H. Handicapped accessible doorways and entry. I. Stainless steel gravel guard around bottom 8? of trailer. J. Aluminum diamond plate travel guard front of trailer. K. Flooring is asphalt covered 1 ?? plywood tongue and groove. Roof Ventilation System A. Roof vent in bedroom draws 1620 cubic ft per min. 3.1 amps. B. Power vent is aluminum with a large flashing dome to prevent leakage. C. One vent is located above interactive bedroom near the center of the room. D. One vent is located in kitchen area. E. Ventilation system clears entire trailer of smoke in approx. 20 seconds. Heater/Air Conditioner A. Roof mounted Carrier air conditioning system, 13,500 BTU. B. 4500 BTU electric fireplace, 650-1300 watts with variable speed electric fan. Safety Lights A. Brake lighting and clearance lights. B. Porch light illuminates entry ramp. C. Hitch power connection for D.O.T. lighting, universal RV seven way male plug. D. Chrome license plate light is located on the rear with brackets. Exterior Compartments A. One piece aluminum roof. B. Manual roof facade is the length of trailer and 3' at center with trim. Easy to open from ground level and is locked automatically in stowed position. C. An exit safety door is located on the rear side of the trailer. 36? wide. D. 7? spring assisted fold down carpeted stage. E. Puppet window measures 40? x 60?, shock assisted with. F. Two awnings cover the full length of trailer. G. Under rear of trailer, stowage for hand rails. H. Stowage for entry ramp on rear side, folds up against trailer. I. When folded up, all ramps and landings, match the exterior of trailer (striping, etc.). Fog Machine A. One fog machine to service stove for simulated fires. B. One fog machine located in control room to service bedroom with remote control. Control Room A. One tempered, tinted one way glass window into bedroom. B. Sliding pocket door to hall area. C. Control panel controls all equipment and is labeled. Switches under viewing window. D. Smoke machines, smoke detector, exhaust fans, and all lights will be turned on and off from this area. E. Shelves and counter for VCR, CD, DVD player, PA system and audio equipment and 911 telephone system. Interactive Bedroom A. A 36" heated door separates bedroom from entry. ADA accessible. B. Bedroom measures 6' x 8'. The ceiling height is 7' 6". C. Window is located curbside, slides side to side, 12" off floor. Color valances. White grid, dual pane, tempered glass. D. Built in bed is 18" off floor. Vinyl covered foam mattress. E. A 9 volt hard-wired smoke detector with on/off switch in control room. F. Carpeted, wallpaper trim, light fixture, outlet, speaker and sprinkler head. Interactive Theater Area A. Fold out puppet window has coordinating curtains. B. Corner mounted 27? television. C. Bench seating is built along both walls. Padded and vinyl covered. D. Battery operated smoke detector. E. Electric fireplace with fan is corner mounted under television. F. Interactive theater area will hold an average size class. Kitchen A. Upper and lower cabinets, counter tops, 93? upper cabinets, 60? of lower cabinets. 60? of counter space. B. Stove has a range hood, light and exhaust fan. Simulator in range simulates a frying pan fire. C. Small non-working sink with faucet. D. A microwave is mounted on counter. Interior Lighting & Electrical A. Two overhead lights are in main area, one in control room, one in bedroom. 12v entry lighting. B. A total of 12 duplex receptacles are throughout trailer. C. Electricity provided by a lock plug on outside. D. Doorbell installed by the front entrance door. E. Main panel is 30 amp mounted in the control room. F. 45 KW propane fueled generator. Two 5 gallon propane tanks with automatic transfer switch between tanks. Generator will be mounted in an enclosed compartment in the trailer body and completely wired ready to use. Battery charger provided to automatically recharge battery. Generator will have remote start and timer controls. Interior Walls Design and Decoration A. Walls are covered with wallboard divided by a 3? rail. B. Wallpaper border in kitchen and bedroom. C. Baseboards installed throughout interior of the trailer. Electronic Equipment A. 27" television, VHS, amp system, CD player, DVD, speakers, microphone, and switching unit. B. Surround sound stereo system, PA, 2 jacks, outside weatherproof speakers with boxes. C. Four surround speakers, one center speaker, one subwoofer mounted in kitchen cabinet. 911 Phone System A. 911 phone system. Two phone lines provided with PA system for 911 interaction. B. One jack located in control room, one in kitchen area. Loudspeaker System A. 500 watt system. 100 watts per channel. B. Remote control microphone, hand held. C. Two jacks on mixing sound board, recessed into counter. Fire Safety Teaching Products A. Age appropriate VHS tapes, age appropriate lesson plans. B. Two days training provided. One day for maintenance, operation, set-up, towing, etc. One for hands on training.
