Description
The Air Force Flight Test Center (AFFTC), 412th Test Wing, Electronic Warfare Directorate, intends to solicit and negotiate a follow-on, sole source indefinite delivery/indefinite quantity contract with Lockheed Martin Aeronautics Company, Ft. Worth, TX, to support Simulation Development, Operations and Maintenance for the Air Force Electronic Warfare Evaluation Simulator (AFEWES). This contract will be primarily a Firm Fixed Price (FFP) contract with Cost Plus Fixed Fee (CPFF) completion and Cost Reimbursable (CR) activities. AFEWES is a hardware-in-the-loop test facility located at Air Force Plant 4, Ft. Worth, Texas that develops, validates and operates high fidelity threat simulators for testing electronic warfare (EW) effectiveness. The AFEWES facility provides secure, technical evaluations of EW systems and techniques against radar and infrared (IR) guided terminal threat systems, surface-to-air missiles (SAM), and IR air-to-air missiles. The AFEWES facility incorporates both hardware and software to simulate threat systems and interact with U.S. and allied EW systems. The Program requirements include: design, development, security, testing, maintenance, operation and documentation throughout all phases of the electronic warfare threat countermeasure evaluation cycle for DoD, EW programs, and allied foreign military customers. Lockheed Martin Aeronautics Company (LMAero) is the contractor for the current contract (F04611-99-D-0012) in support of the AFEWES Program. Real world events require a continuity of service in order to maintain crucial knowledge, capabilities, and demonstrated performance levels necessary to operate and maintain existing AFEWES threat system simulators and provide the development/modification and integration of AFEWES unique threat simulation capabilities. The Government must ensure that near-term U.S. and allied mission essential requirements continue to be met at the existing level of support without mission degradation. It is the intent of the Government to issue a contract to the incumbent with a period of performance outlined as follows: one, three year base, from 1 Jan 2005 through 31 Dec 2007, and two one-year options for calendar years 2008 & 2009, using other than full and open competition under 10 U.S.C. 2304(C)(1) as implemented by FAR 6.302-1(a)(iii) . A Secret Clearance is required in order to participate in the selection process, while a, Top Secret/Sensitive Compartmented Information (TS/SCI) Security clearances are required in order to perform under the proposed contract effort and would be required to be in place upon any contract award. This acquisition may involve data that are subject to export control laws and regulations. Sources are advised, any future or actual solicitation issued on the AFEWES program shall be in accordance with Air Force Material Command FARS (AFMCFARS) Clause 5352.227-9001, (JUL 1997), Qualification of Offeror under Export-Controlled Restricted Solicitation, which states; ?this acquisition involves technology that has a military or space application. Only U.S. Contractors who are registered and certified with the Defense Logistics Services Center (DLSC), Federal Center, Battle Creek, MI 49017-3084 ph. 800.352.3572, and have a legitimate business purpose may participate in this solicitation. Interested parties may identify their interest and capability to respond to this proposed sole source contract action, however, this notice of intent is not a request for competitive proposals. The following criteria will be used to evaluate responses to this notice in order to determine whether or not this will be a full and open competition: experience in developing, designing, testing, operating and maintaining Radio Frequency (RF) and InfraRed (IR) simulations relating to surface-to-air missiles. Most specifically, the ability to perform the aforementioned functions on the AFEWES program assets without the benefit of operational and/or maintenance manuals or documentation. Qualification packages shall include, as a minimum: 1) evidence of past experience and related projects that covers the aforementioned evaluation criteria with value/price of past efforts; 2) size of firm, large or small business; 3) whether or not these services are provided commercially to non-government agencies. Proposals received within thirty days, after date of this publication, will be considered by the Government. A determination by the Government not to compete this proposed sole source contract action based upon responses to this notice is solely within the discretion of the Government.
