NOTE: Faxed solicitation requests can be submitted to the buyer, James Chandler, Tinker AFB, at (405) 739-3462. New Manufacture solicited, but the Government will also entertain surplus qoutes. Government surplus is preferred, but Commercial surplus is acceptable as long as it meets MIL/FED specs. Surplus must be in New/Unused condition. Part number verification: P/N GMU5A with Cage Code 81349. Verifiable dimensions with Design Activity, Simmonds Precision and MIL-I-26380. Test and Verification with Tech Order 15X4-3-25-3. Unique Item Identification clause 252.211-7003 is MANDATORY BY LAW, and applicable to BOTH new manufacture and surplus quotes. Under the authority of FAR 6.302, the proposed contract action is for supplies/services for which the Government intends to solicit and negotiate with only one, or a limited number of sources. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days (30 if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Acquisition of this part is controlled by the Qualified Products List (QPL) procedures. Competition for this part is limited to sources which are listed on the QPL or are qualified to be listed on the QPL at the time of award. MIL-I-26380B and QPL -26380-9 are applicable. QPL lists: Transcoil Inc, DBA Penn Airborne Products, and Simmonds Precision Instrument Systems Division.. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm listed. Based on market research, the Government is not using the policies contained in FAR Part 12 (Acquisition of Commercial Items) in the planned solicitation for the described supplies or services. However, interested parties may identify to the contracting officer, their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. FY05 FUNDS APPLY TO THIS ACQUISITION. AVAILABILITY OF FUNDS CLAUSE SHALL APPLY. NO OBLIGATION MAY BE INCURRED BY THE GOVERNMENT UNTIL FY05 FUNDS AVAILABILITY HAS BEEN CERTIFIED.
