- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The associated North America Industry Classification System (NAICS) code is 339111 and the Business Size Standard is 500. The combined synopsis/solicitation number is W91ZLK-04-T-0800. The Government contemplates award of a firm-fixed price contract resulting from this combined synopsis/solicitation. The following is a list of contract line item numbers and items, quantities and units of measure. The following are the minimum salient characteristics for this equipment: CLIN 0001-ADVANCE 500 Accessories, PN: BH069994 or equal(1 each)to include:Dual CryoProbe for highest sensitivity for C observation. Includes cooled H and C preamplifiers (5mm sample diameter), H lock channel, Z-gradie nt coil for use with GRASP II/A or GRASP III accessory and standard CryoCoupler. Requires CryoPlatform. Closed-loop CryoPlatform cooling system. Air cooled helium compressor, 3 x 200V, unit consists of: - indoor unit (controller) - outdoor unit (compressor) - 20 meter outdoor flexline - 6 meter indoor flex line - required annual maintenance visit at the end of the first year of operation One year warranty and complete installation by qualified personnel CLIN 0002 - BLAX 500 or equal(frequency 6-365MHz) for X nucleus pulse and decouple with ultra-fast blanking and rise/fall times, 500 watt linear pulse power, 50 watt linear CW. Includes broadband preamplifier for BLAX 500 ampliflier. (1 each) CLIN 0003 - BLAH 100 or equal 100 watt pulse power with 10 watt CW. All operations under computer control. (1 each) CLIN 0004 - Pre Cooling system BCU-05, pre-cooling and stabilization accessory, for ultra-precise temperature control from near ambient conditions down to 0 degrees C sample temperature, PN: AH0005 or equal (1 each) Part numbers referenced are those of Br uker Biospin. Acceptance shall be at Destination. Shipping shall be FOB DEST. Delivery shall be to the U.S.Aberdeen Proving Ground, MD 21010. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision a t 52.212-2, Evaluation--Commercial Items applies to this acquisition; fill-ins in Paragraph (a) are Price and Past Performance and less important than price . Technical, past performance and price. Technical and past performance are of equal importance and when combined are significantly more important than price. The technical evaluation will be a determination as to equality of the product and shall be based on information furnished by the vendor. The government is not responsible for locating or se curing any information which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the government to determine whether the product meets the salient characteristics of the requirement. The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The government reserves the right to make an award without discussions. A completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, must be provided with offers.
