Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on RML-RFQ-4070. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24 dated 06/18/04. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 334516 and the small business size is 500 employees. The Rocky Mountain Laboratories, Laboratory of Intracellular Parasites requires a mass spectrometry system that supports traditional in-gel digestion workflows, Multidimensional Liquid Chromatography/Tandem Mass Spectrometry (Liquid Chromatography Matrix Assisted Laser Desorption-Ionization) MDLC/MS/MS (LC MALDI) workflows and intact protein analysis. Specifications are as follows: 1) factory preset source modeling algorithms and user accessible plate modeling algorithms to accurately correct for fringe effects and plate flatness with a rate of sub 20ppm (RMS) mass accuracy across the sample plate; 2) must be able to be queued to acquire and automatically update voltages for all user accessible tuning parameters; 3) system must use a heated source for reducing matrix contamination on ion optics; 4) novel on-axis laser irradiation; 5) high energy fragmentation using collision induced disassociation (CID); 6) user specified collision energies with a range of 0.5kV to 3kV; 7) continuous acquisition via a two plate sample loader; 8) timed ion selector that ensures that spectra are collected at the most intense point of the response profile of the chromatographic peak; and 9) MALDI sample plates must be 3X5 microtiter plate inserts with archivable/single use plate inserts and be hydrophobically coated for uniform high density spotting surface. Software specifications are as follows: 1) direct export to the job queue by selecting peaks from an MS spectra for MS/MS acquisition; 2) graphical user interface for plate creation with unlimited sample number and calibration locations with direct export to job queue for sample acquisition; 3) plate alignment via an active video viewer; 4) must have LC/MS analysis tools for display of Base Peak Chromatogram (BPC), Extracted Ion Chromatogram (XIC), Extracted Fraction Chromatogram (XFC), Extracted Neutral Loss Chromatogram (XNLC) and analysis of multiple LC traces and plates; 4) must have a 3 Dimensional map view of the entire LC MALDI Chromatogram; 5) must have multiple LC runs with unique fraction numbering; 6) Retention times must be able to be setup on a single sample plate; 7) must automatically identify peptide masses associated with high copy proteins and build an exclusion list of those peptides, then target peptides from lower abundance proteins, repeating until no more unique proteins are identified; 8) must be able to target and identify putative post-translational modifications (PTM) by automatically identifying the protein(s) present in the sample, determine which peptide from that protein could contain the specified modification, and then select that peptide for MS/MS to determine whether or no the PTM is present; 9) must provide targeted selection and identification based on expression level changes; 10) must support multiplexed quantitation experiments; 11) must have auto/scheduler database backup and 12) data access API and Server API available for LIMS integration and remote instrument control. An Applied Biosystems Voyager DE STR BioSpec workstation purchased in 2002 and upgraded with a Nitrogen Laser in 2003 is available for trade in towards the purchase of this system. Award will be a Best Value be based on: The capability to meet the above stated salient characteristics, delivery, past performance, warranty, price and value of trade-in.
