- AMENDMENT NO. 1 TO SOLICITATION NUMBER RS-ADM-05-396 POSTED ON AUGUST 27, 2004. NOTE: THIS ANNOUNCEMENT CONSTITUTES THE ONLY AMENDMENT TO THE SOLICITATION. A WRITTEN AMENDMENT WILL NOT BE ISSUED. The above numbered solicitation is amended to provide answers to written questions received through close-of-business September 16, 2004. The closing date and time for receipt of proposals remains 3:30 P.M., LOCAL TIME, ON SEPTEMBER 27, 2004. OFFERORS MUST ACKNOWLEDGE RECEIPT OF THIS AMENDMENT on each copy of the offer?s submitted proposal or by separate letter or telegram which includes a reference to the solicitation number and the amendment number. FAILURE OF YOUR ACKNOWLEDGMENT, TO BE RECEIVED AT THE PLACE DESIGNATED FOR THE RECEIPT OF OFFERS, PRIOR TO OR ON THE DATE AND HOUR SPECIFIED, MAY RESULT IN REJECTION OF YOUR OFFER. Accordingly, RS-ADM-05-396 is amended as follows: Following are the responses to questions: QUESTION NO. 1 What amount of money is the present contractor charging for the grounds maintenance? ANSWER Specific information regarding NRC?s current grounds maintenance contract must be requested through the Freedom of Information Act (FOIA). A FOIA request may be submitted electronically to Michael Mills at MXM6@nrc.gov. A copy of the current contract, NRC-10-00-004, is also available for viewing in the Public Document Room at NRC Headquarters located in Rockville, MD. The PDR staff may be reached on 1-800-397-4209. QUESTION NO. 2 How long has the present contractor had the contract for? ANSWER The period of performance on the current grounds maintenance contract is five (5) years. QUESTION NO. 3 How is the physical appearance of the property in relation to what you are expecting to see with the new contractor? Same, better? ANSWER The specifics of the Government?s requirement is stated in the solicitation and the statement of work. QUESTION NO. 4 What are you looking for in the new contractor besides key personnel & experience? a low bid, small business, good track record of performance, expertise, etc? ANSWER Please refer to the solicitation, statement of work, and evaluation criteria. QUESTION NO. 5 Does a contractor being 8a qualified make a difference in the bid consideration? ANSWER No, a contractor being 8a qualified does not make a difference in the bid consideration. This is a small business set-aside. QUESTION NO. 6 Section M (k) What does it mean: cost analysis is performed on each cost proposal ANSWER All proposed costs shall be evaluated fully for cost reasonableness. QUESTION NO. 7 Is there anything that the present contractor is doing that the new contractor should do different? If there is what should it be? ANSWER All work under this requirement shall fully comply with the solicitation and the statement of work. QUESTION NO. 8 How much freedom is the contractor given to perform the work? Lets say everything is going well. Do we need to spend time with the PO? ANSWER Please refer to the solicitation and the statement of work. Monthly meetings are scheduled for key personnel and the NRC Project Officer. Reports are due as stated.
