- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement will be issued as a 100% small business set aside and will be made using a firm-fixed price contract. The North American Industry Classification System (NAICS) Code is 23 8210 and the Size Standard for Small Businesses is $11.5 million.This is a combined synopsis and solicitation for service to the Program Logic Control Unit at the New Hampshire Air National Guard. We intend to award as a sole source to Bay Associates 1296 Credle Road, Virginia Beach, VA 23454 under the authority of FAR Part 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Services are non-personal to provide all plant, labor, transportation, materials , equipment necessary to replace the existing Program Logic Control Unit at Pease Air National Guard Base, Newington, New Hampshire, Project number MR31403. STATEMENT OF WORK IS AS FOLLOWS: 1. LOCATION: The location of the work is within the cantonment ar ea of the Pease Air National Guard Base, Newington, New Hampshire. Specific work location within the Base is building 165, Bulk fuels Personnel Building. 2. DESCRIPTION OF WORK: The work consists of furnishing all labor, plant, materials, and equipment, and performing all work necessary for complete and functional replacement of existing GE Fanuc Series 90-70 components with new GE Fanuc Series 90-30 components 3. PRINCIPAL FEATURES: The work to be performed includes the following principle features: (T he quantities of work listed are approximate and are provided only for the purpose of illustrating the general magnitude of work. The brief descriptions of work do not in any way limit the responsibility of the contractor to perform all work and furnish l abor, material, and equipment shown, specified or reasonably inferred by the specifications and drawings for the project.) Removal of existing 90-70 components in PLC and replace with the 9030 series equipment. Work must not exceed 5 working days as to ca use lest amount of impact to the mission of the 157ARW. PLC Equipment and software are to be as detailed: two (2) CPU363, four (4) PWR321, nine (9) MDL240, four (4) ALG221, five (5) MDL940, two (2) CHS395, one (1) CPU323, four (4) BEM331, one (1) 150 POIN T CIMPLICITY Runtime, one (1) VERSAPRO Programming Software, one (1) HBR redundancy software, miscellaneous construction equipment, also include 1 spare each module type except CPU. After installation of the new 9030 series equipment the contractor shall make any programming changes to the PLC as necessary to ensure the system is working at its optimal performance, the contractor will also insure that the type 3 hydrant system is properly balanced with the new installed hardware and software. The contract or shall have a working knowledge of Air force Aviation type 3 Hydrant Fuel systems and controls and be able to supply proof of prior work performed on Type 3 systems, the contractor shall also have a working knowledge of Logicmaster programming and Cimpli city programming systems and be able to supply proof thereof. 4. COMMENCEMENT, PROSECTION, AND COMPLETION OF WORK: By submitting a bid, the contractor agrees, if a contract is awarded to him/her to: Commence work under this contract within thirty (30) calendar days after the date the contractor receives notice to proceed or completed contract. Prosecute the work diligently, and Complete the entire work ready for use no later than five (5) calendar Days after the required commence of work. GOVERNMENT P ERFORMED WORK The Government will perform the following: The Contracting Officer will establish the boundary of Contractors work area including staging area , and the Government will limit its activities inside the work area to a minimum during the time the contractor is at work.
