- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. Solicitation HSBP-1004Q-BOR-04-02 is being issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. The solicitation will be distributed solely through the General Services Administrations Federal Business Opportunities web site http:ww.fed.bizopps.gov/ Hard copies of the solicitation document will not be available. This is a total small business set-aside, firm fixed price contract. The associated NAICS code is 236220 Commercial and Institutional Building Construction. Description-U.S. Customs and Border Protection, Border Patrol Tactical Unit is seeking to purchase One (1) ea. Mobile Shower Facility. The United States Border Patrol Tactical Unit will utilize mobile shower facilities in conjunction with mobile sleeping quarters to conduct operations in a multitude of environmental conditions and climates throughout the United States. In order to meet this wide range of operational needs mobile shower facilities must exhibit certain specifications and characteristics. The following specifications must be present in any mobile shower facilities purchased by the United States Border Patrol. The mobile showers will be for special units that are assigned to various projects and filed operations throughout the year. The Mobile showers will be used in conjunction with Mobile Sleeping Quarters and their unique ability to allow special units to live, shower, and deploy from tactically superior locations becomes a crucial consideration in the successful mission completion. The Mobile showers promote a smooth continuity of operations. The Mobile Showers for use in special assigned projects and other field operations must be wheeled, towable, aircraft portable trailers capable of accommodating showering facilities for 6 agents (3 female, 3male) each. On a typical operation, secondary, unpaved roads are the norm, and mobile showers will typically be ported along these types of routes. Climatic conditions during projects and other field operations run the gamut of extremes from cold, winter-like conditions in February and March to extremely hot conditions during the summer months. The wide range of weather extremes necessitates that each mobile shower facility must exhibit both electric heat and air-conditioning capabilities. These mobile showers will be the only available means of showering locations and will be used daily for an extended period of time in remote locations. The mobile showers must be capable of being used time and time again, and should be able to be used for nearly any type of operation including training operations, humanitarian operations, and emergency operations. The Border Patrol Tactical Unit will utilize mobile showers to conduct operations in a multitude of environmental conditions and climates throughout the United States. In order to meet these wide range of needs, mobile showers must exhibit certain specifications and characteristics. The following specifications must be present in any mobile sleeping quarters purchased by the United States Border Patrol. 1. The Mobile Shower Facility must be approximately 8?-10? W x 20??26? L, made of heavy-duty structural steel, fiberglass interior and fiberglass insulation. Must include two (2) Commodes with partition and door, six (6) fiberglass showers with curtains and robe hooks, six (6) dressing areas with benches, two (2) commodes with partition and door, two (2) lavatory cabinets with mirror and light, two (2) steel stairs with platforms, Heat & AC-Climate extremes across the United States require both heating and air-conditioning units within Mobile Shower facilities. If possible, heaters should be powered by propane. Must have at least (2) air conditioner units mounted with Heat Strips, four (4) 60-pound (LPG) cylinders. Must have one (1) ea 600-800 gallon Grey Water Holding tank and, 100-300 gallon Black Water holding tank. Interior and Exterior Lights. 2. Insulated-Mobile Shower facilities will be fiberglass insulated. 3. Male/Female Facilities-The potential for members of each sex utilizing mobile Shower facilities exist, and separate shower bathroom units within the same Mobile shower facility are required. It must consist of 6 individual shower stalls to include dressing area, with fold down benches. There must be designation for Male on one side and 3 female stalls on the opposite side. 4. Towable-Mobile shower facilities will be used in a multitude of locations, some of which are along secondary, unpaved roads, and the need for quarters that can be towed long distances by standard equipment, Chevrolet Suburban, Ford Excursions, and Dual Wheel Pick-Up Trucks are essential. 5. Hot Water-Hot water heaters will be powered by propane gas. Must have at least two (2) 50-gallon (LPG) Water heaters. 6. Electrical Outlets-Mobile-sleeping quarters must have electrical outlets dispersed throughout the structure. Individual breakers as required, all Electrical in accordance with Latest Edition NEC, Running & Brake trailer lights, factory installed. 7. Please note this item is an urgent requirement, and must be available for delivery within 30 ? 45 days after award. Delivery destination is: Border Patrol Tactical Unit, Bldg 1169, Duncan at Simms, El Paso TX (Biggs Field) TX 79908.
