- Description
- The Federal Law Enforcement Training Center (FLETC), 9000 Commo Road, Cheltenham MD, intends to award a sole source contract to TimeTrade Systems, 70 Blanchard Road, Burlington, MA 01803 for a one year lease of a software program that is real-time and rules-based scheduling system that will consolidate and coordinate multiple program functions by capturing instructor assignments and hours, track basic student identification and contact information and registration, schedule students, facility and resource scheduling, schedule one time classes or multi-day Programs, create pre-training and post training rosters, training results (scores) for advance driver training and firearms requalifications, firearm weapons and ammunition used for requalification, capture and maintain financial information(class, student, instructor, and supplies costs), data storage/and backup for historical purposes; generate electronic reports, lists, rosters and other miscellaneous reports as required by agency, XP/IP Compatible, wait list capability, multiple users with roles-based security access levels, E-mail notification of schedule/rosters to instructors, training coordinators, students and security, technical support/help desk from provider and training for users. This synopsis is a notice of intent to award under other than full and open competition and should not be viewed as a request for competitive proposals. However, all responses received by the date identified above will be considered by the Government. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The following provisions in their latest editions apply to this solicitation: FAR 52.212-1, Instructions to Offerors, Commercials Items; FAR 52-212-3, Offeror Representations and Certifications-Commercial Items; FAR 52-212-4, Contracts Terms and Conditions-Commercial Items with addendum that the Government will not pay taxes where an exemption applies. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes Executive Orders ? Commercial Items and the following additional clauses therein apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-33 Payment by Electronic Transfer-Central Contractor Registration. All potential contractors must be registered in the Central Contractor Registration System.
