Description
The Office of the Federal Detention Trustee (OFDT) on behalf of the U.S. Immigration and Customs Enforcement (ICE) has a requirement to house an estimated 1,300 adult males and females detained while awaiting a hearing on their immigration status, or deportation in an existing secured bed detention facility in the San Diego County, California. Two federal components, ICE and United States Marshal Services (USMS) will house detainees at the facility (1,000 ICE and 300 USMS). The facility will be contractor?owned and operated. The requirement will include secure transportation services within an approximate geographic radius of 100 miles from a facility located in San Diego County, California. New construction will not be considered for this procurement. Facility must exist at the time of this notice. Offerors shall demonstrate the ability to provide all personnel, equipment, materials, supplies and services necessary for the management and operation of a secure detention facility. The OFDT intends to award a fixed-price type contract. The contract will have a potential term of 18 years consisting of one three-year base period and five three-year option periods. Contract performance will be governed by a performance-based statement of work based on American Correctional Association/Adult Local Detention Facility and a management emphasis on contractor quality control. Past performance and experience will be significant factors in the evaluation of offers. The OFDT has established a decisional rule criterion requiring all offerors to clearly demonstrate they have verifiable corporate experience operating a secure correctional/detention facility for a continuous three-year period as of the date the solicitation or Request For Proposals (RFP) is issued. Award selection shall be made on best value basis for the Government. Information will be requested from offerors regarding past environmental activities and the environmental condition of the proposed site where the institution is located. Prior to contract award, environmental documentation and other related information would be required in order to comply with the National Environmental Policy Act of 1969. The OFDT anticipates issuing the solicitation on or about October 20, 2004 with an estimated response date of November 22, 2004.
