Description
This RFP is issued for the continued Operation and Career Transition Services for the Bamberg Job Corps Center. Job Corps is a National residential and non-residential training and employment program administered by the Department of Labor to address the multiple barriers to employment faced by disadvantaged youth ages 16-24 years throughout the United States. It is anticipated that the resultant contract will be a Performance Based contract for Center Operations and Fixed Fee for Career Transition Services. The contract will have a 2-year base period August 1, 2005 through July 31, 2007, plus three (3) governmental unilateral renewal options for one (1) year each. The RFP will be available on our Job Corps Acquisition page located on the World Wide Web at http://wdsc.doleta.gov/jobcorps on or about October 5, 2004 and FedBizOps. The average capacity for the center is 220 youth of which 220 are residential ( 120 male and 100 females) and 0 non-residential. The contractor will provide Career Transition Services to 148 youth. A Pre-proposal Conference and Site Visit is scheduled for Tuesday, October 19, 2004 at 10:00 a.m. local time at the Bamberg Job Corps Center. The Center is located at 200 South Carlisle Street Bamberg, SC 29003, (803) 245-5915. It is recommended that potential offerors download the RFP from our Website listed above prior to attending the Pre-proposal and site visit. All questions prior to and at the pre-proposal conference shall be submitted in writing. The successful contractor shall provide Academic and Vocational Training, Career Transition Services, operate Counseling and Residential Living programs and provide the following support services; Health services, processing of Student Records, a Discipline System, Clothing Issuances, Mail and Legal services. The contractor shall provide overall Center Management and Administration as follows; Contract and Personnel management, Staff training, Financial management, Procurement and Property management, Facility operations and maintenance, Security and Safety services, Community Relations and Public Information. Proposals in response to the RFP will consist of an Oral Presentation and a written submission as described in Section L of the RFP. All written proposal submissions shall be due no later than Wednesday, December 7, 2004 at 2:00 p.m. local time to the address listed in the RFP. All responsible sources may submit a proposal, which shall be considered by the Agency.
