The Government has an urgent requirement for the following personal services contract position. You have received this "Personal Services Contractor (PSC)" solicitation through the Department of State (DOS) Internet site. The United States Government, represented by the Department of State, is seeking proposals (OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR A. BACKGROUND. The incumbent serves as the Rule of Law Coordinator and is responsible for developing recommendations and implementing the Department of State's Rule of Law and Anti-Corruption programs in Iraq. Can be called upon to serve on temporary assignment anywhere in the Middle Eastern Region as needs arise. The incumbent has primary responsibility for oversight of support efforts for INL?s Anti-Corruption, Rule of Law and Judicial Reform programs, working with such agencies as DOJ, OPDAT, USAID, USIP, the Iraqi Minister of Justice and the Iraqi court system. The responsibilities are in a high profile area; an area that garners intense Congressional attention and is of high media focus. B. PURPOSE. The incumbent plays a central role and interacts at all levels with officials at the U.S. Embassy in Baghdad including DOJ and USAID officers and with most other organizations in Iraq which are involved in programs for the reform of the Iraqi Justice System. The incumbent is responsible for insuring that $40M+ Bureau appropriated Anti-Corruption funds, which are contributed to various implementers are appropriately expended and that U.S.- funded programs are being carried out as authorized. Position is located in the U.S. Embassy, Baghdad, Iraq. I. STATEMENT OF WORK A. Design, implement and manage a comprehensive, multi-sector rule of law program for INL in Iraq; B. Assume the State Department lead on assisting the Iraqi Interim Government in the design and development of an Inspector General system. C. Work closely with the Iraqi Minister of Justice, the Chief Justice of the Higher Juridical Council, the Minister of Human Rights, civil society leaders, NGOs and other top Iraqi officials to identify Iraqi needs in the justice sector and to build local consensus on rule of law priorities; D. Design short and long-term rule of law programs and draft scopes of work that respond to needs on the ground as well as to U.S. Administration goals and strategic objectives for Iraq; E. Manage $40 Million budget for INL anti-corruption activities and all other incoming funds related to rule of law; F. Coordinate closely with all U.S. government agencies, military units, international organizations and NGOs working on rule of law in Iraq, including senior staff of DOJ, USAID, RCLO, the United Nations, First Cavalry division, USIP and others; G. Oversee all INL rule of law and anti-corruption programs being carried out by contractors, including travel both inside and outside of Iraq to monitor such activities. H. Provide technical expertise and guidance to Iraqi Officials, U.S. Government Agencies and international organizations in all rule of law-related matters; II. MINIMUM QUALIFICATIONS A. U.S. citizen, eligible for a State Department security clearance. B. Law degree and substantial experience working on international rule of law programs, international law, human rights and designing and implementing capacity building and training programs; C. Previous experience in Iraq and other post-conflict environments working on rule of law and justice-related issues; D. Typing and basic computer skills needed to use information technology and management systems required. Computer skills should include word processing and spreadsheet applications; E. Knowledge of Iraqi legal system and primary actors in the justice sector; F. Management experience in public and/or private sector; G. Familiarity with Department of State or USAID procedures; H. Basic skills in speaking, reading and writing Arabic preferred; I. Ability to effectively communicate information orally and ability to effectively communicate in writing; J. Experience in working with non-government organizations or other justice directed organizations; K. Skill in establishing and maintaining contacts at all levels of NGO?s international organizations, foreign governments and USG agencies. III. POSITION ELEMENTS A. Guidance, direction and delineation of policy approaches are broad in nature and jointly developed in discussion with the top INL official in Iraq and other INL senior staff. The incumbent must exercise initiative and independent judgment in carrying out and completing work assignments. B. Effective performance of duties is critical to securing U.S. national security objectives in Iraq. C. The incumbent will exercise a high degree of independence, decision-making and judgment for planning and accomplishing assignments. Little detailed guidance or direction will be provided by supervisors. Incumbent will report directly to the top INL official in Iraq. D. As discussed further above, duties require numerous and frequent contacts with local, international and U.S. entities, including U.S. government agencies and officials, Iraqi Government Ministries and other government officials, civil society leaders, United Nations representatives, and officials from other international organizations. E. The position requires frequent field travel in country using varying means of conveyances. Travel is through underdeveloped areas with poor road systems and inadequate water or food sources. Security is a major factor in travel anywhere within Iraq. The incumbent must be physical qualified to live in Iraq and to engage in frequent in-country travel within Baghdad and occasionally to remote locations. IV. Evaluation Criteria Factor 1. Offeror's demonstrated experience in designing short and long-term rule of law programs and draft scopes of work that respond to needs on the ground as well as to U.S. Administration goals and strategic objectives for high level programs. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (25 points x _____ = _____) B. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. C.
