Description
This is a combined synopsis/solicitation, solicitation number INL0110X95274, for commercial items prepared per the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A written solicitation will not be issued. Offers are due October 11, 2004, 2004 at 2:00 PM ET and should include all data requested below. The Government intends to award a firm, fixed price contract for the acquisition of three types of Portable Water Purification Units to produce drinking water and spare parts kits for use in remote, rural areas of Colombia. Delivery terms are F.O.B. Destination, Miami, FL.. The three types of Portable Water Purification Units required are as follows. Line Item 0101: Small, Man-Portable Unit, 50 each, with option to purchase additional 25 units within one year of contract award. Line Item 0201: Medium, Man-Portable Unit, 8 each, with option to purchase additional 4 units within one year of contract award. Line Item 0301: Large, Air/Vehicle Transportable Unit, 4 each with option to purchase additional 2 units within one year of contract award. The spare parts kits required are as follows. Line Item 0101A: Spare parts kits for the small, man-portable unit, 100 each with option to purchase additional 50 kits within one year of contract award. Line Item 0201A: Spare parts kits for the medium, man-portable unit, 16 each with option to purchase additional 8 kits within one year of contract award. Line Item 0301A: Spare parts kits for the large, air/vehicle transportable unit, 16 each with option to purchase additional 8 units within one year of contract award. PRODUCT SPECIFICATIONS: The water purification units will be used to produce drinking water only from fresh water sources. All water purification units should achieve 99.999% destruction of common microorganisms. All units should have capability to filter organic and inorganic chemicals, to include pesticides and herbicides, and biological and viral contaminants. The units should not require the addition of chemicals to function. Full in-country (Colombia) servicing, parts and technical assistance/training must be available through the contractor. Specifications for each type of unit are as follows: Line Item 0101 Small, Man-Portable Unit, Quantity: 50 ea; Capacity to provide drinking water supply for 50-150 persons per day; Man-portable; Preferred maximum weight of 30 pounds for total system; Produces drinking water from water sources such as ponds, wells, lakes, rivers, and flood waters; Each unit to include watertight case and water pump; Capable of operating using 12-volt DC current supplied from any source including batteries, automobiles or generators. Line Item 0101A, Spare Parts Kit For Small, Man-Portable Unit, Quantity: 100 ea; At a minimum, to include filter, UV lamp, and quartz sleeve. Line Item 0201, Medium, Man-Portable Unit, Quantity: 8 ea; Capacity to provide drinking water supply for 150-350 persons per day; Man-portable; Preferred maximum weight of 100 lbs per unit for total purification system; Produces drinking water from available water sources such as ponds, wells, lakes, rivers, and flood waters; Each unit to include water pump and portable generator; Dual capability to operate from either a solar panel battery or a generator. Line Item 0201A, Spare Parts Kit For Medium, Man-Portable Unit, Quantity: 16 ea; At a minimum, to include filter, UV lamp, and quartz sleeve. Line Item 0301, Large, Air/Vehicle Transportable Unit, Quantity: 4 ea; Capacity to provide drinking water supply for 700 ? 1,000 persons per day; Vehicle and air transportable; Preferred maximum weight of 625 lbs per unit for total purification system; Produces drinking water from available water sources such as ponds, wells, lakes, rivers, and flood waters; Each unit packaged in transport case; Transport case must have easy forklift mobility; System components securely packaged and designed for rigorous travel; Each unit includes water pump and portable generator; Dual capability to operate from either a solar panel battery or a generator. Line Item 0301A, Spare Parts Kit For Large, Air/Vehicle Transportable Unit, Quantity: 16 ea; At a minimum, to include filter, UV lamp, and quartz sleeve. APPLICABLE PROVISIONS AND CLAUSES: The following Provisions and Clauses are incorporated by reference: FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-3, Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. No addenda apply to these Provisions and Clauses. No additional FAR clauses apply. Each offeror must complete and submit with the offer a signed and dated SF1449 Solicitation/Contract/Order for Commercial Items and the representations and certifications required in FAR 52.212-3. FAR clauses and SF1449 are available online at http://www.arnet.gov/far/. OFFER REQUIREMENTS, EVALUATION, AND AWARD: This procurement is restricted to U.S. firms or firms based in NAFTA countries. Preference is given to products manufactured in the U.S. or NAFTA countries. In addition to submission of price quotations and completion of FAR 52.212-3, offers must 1) include technical data on each type of water purification unit, 2) indicate the availability of in-country repair service, replacement filters and parts, and technical assistance, 3) include in-country servicing point of contact, 4) state the standard warranty offered and 5) include in the pricing F.O.B. Destination delivery to Robertson Forwarding Co. Inc, 4469 NW 97th Ave, Miami, FL 33178. Offers will be evaluated based on a combination of price and ability to meet or exceed technical requirements specified above. Award will be made on an all or none basis to one offeror who provides the best overall value to the Government. Delivery is requested three months or less from date of award. The successful offeror must obtain all the necessary export licenses.
