- Combined Synopsis This is a combined synopsis/solicitation for commercial items. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-20. Award will be made using Simplified Acquisition Procedures, therefore the evaluation procedures at FAR 13.106-2 will be used. The vendor shall follow the attached Statement of Work when completing bid. The NAICS Code is 811121; size standard $6 Million. A firm-fixed price award will be made to the responsible offer or submitting the quote that provides the best value to the Government. All responses will be considered, but must be submitted on the requirement included in this synopsis. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS. To register, you may apply at http://www.ccr.dlsc.dla.mil. Responses to this notice shall be provided in writing via e-mail to TSgt Sharod Holmes at sharod.holmes@randolph.af.mil no later than 24 September 2004, 2:30 P.M. (CT). A site visit will be held on 22 Sep 04, 0900, at Randolph AFB, TX. Offerors must provide in writing to 12CONS/LGCA, the name of their company and attendees to the site visit NLT 1400, 21 Sep 04 via email or fax.Offerors must also include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications?Commercial Items which can be obtained at http://www.arnet.gov/far. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The following clauses also apply: 52.212-4 Contract Terms and Conditions-Commercial Items. Paragraph (c) of this clause is tailored as follows: (c Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties, with the exception of : (1) Administrative changes such as changes in the paying office, appropriation data, etc. (2) No cost amended shipping instructions (ASI) if?(A) The ASI modifies a unilateral purchase order, and (B) The contractor agrees verbally or in writing, (3) Any change made before work begins if?(A) The change is within scope of the original order, (B) The contractor agrees; ( C ) The modification references the contractor?s verbal or written agreement. 52.212-5, Contract Terms and Conditions ? In addition, FAR 39.106 applies All Information Technology must be: (A) (1) Year 2000 Compliant; or (2) If non-compliant, items must be upgraded to be Year 2000 compliant. 52-222-41, Service Contract Act of 1965, as Amended (May 1986) (41 U.S.C. 351,et seq.) STATEMENT OF WORK SURREY UPGRADE Reconfigure two 2004 model 16 pax "school busses" built on Ford F 450 "Super Duty" chassis to meet standards designed for transport of high ranking Air Force personnel and local civil dignitaries both on and off Air Force installations. All work and quality approval checks must be completed and the vehicle available for pickup by COB of the agreed date. The envisioned work sequence is categorized as follows: GENERAL SPECIFICATIONS 1. Target seating for 12 - in addition drivers seat must match 2. Seats, pedestals and seatbelts must meet DOT standards - with written certification 3. Additional work and materials must be of the highest quality in meeting industry standards and applicable DOT safety regulations. 4. Work must not result in voiding OEM warranty. 5. All removed materials will be returned to U.S.A.F. for disposal. 6. Work design and materials must be received by the AF OPR electronically or in hard copy before work commences. 7. All design changes must be presented electronically or hard copy, and must pre- approved. 8. Written estimates must be received in writing. 9. Specific manufactures and products will be used where listed. 10. All other manufactures, products and workmanship will be at the discretion of the contractor so long as general specification 2, 3 and 4 are met. 11. Payment for material charges my be required "up front" 12. Phased work quality control checks by the Govt. 13. Damage to the vehicle or new equipment during installation is the responsibility of the contractor I. Upgrade Climate Control Provide A/C augmentation in ultra high tempreture and humidity conditions; provide climate control while vehicle is in park mode for extended periods of time. This is to relieve the vehicle engine from being needlessly idled. a. Installation of 1 Coleman Mark IV 15000 btu 1. Must be mounted away from the existing escape hatch 2. Must not interfere with operation of the hatch or any pre-existing electrical. b. Installation of 1 Onan diesel powered 5000 kw generator 1. Includes remote interior start/stop switch and hour meter 2. Must include sequence shutdown feature to prevent driver error resulting in tripped generator circuit breakers 3. Unit must be easily accessible for service 4. Fuel will be supplied by the OEM fuel tank 5. All service and repair manuals must be provided to the U.S.A.F. II. Upgrade Interior Upholstery and Lighting The purpose of this modification is to improve the appearance of the cabin interior, and provide a layer of fabric material to enhance temperature control. The design and material must be able to stand up to frequent cleanings, yet present an appearance reflecting vehicle use. a. Upholster Side & Back Wall Panels Per Example (Blue Fabric) b. Install ceiling mounted handrail behind drivers seat c. Upholster Ceiling Panel Per Example (Blue Fabric) d. Add fluorescent RV style lights (6 - 8) with individual switching III. Upgrade Seating (Quan. TBD) & Carpeting The purpose for this modification is to increase passenger safety by providing high backed seats, with armrests and seat belts. Carpet material must be pleasing in appearance and commercial grade. a. Install carpet from rear door area up to line behind drivers seat b. Install seats per example All samples will be available at site visit.
