Description
Musical Accompanist General Protestant Service 9:00 A. M. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is set-aside for small business only. The NAICS Code for this synopsis/solicitation is711130, Independent Musicians, the Size Standard is $6 Million. Purchase Request number F5CHAP42260800A is issued as a Request for Quotation (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-24 effective 19 July 2004. The Government intends to award one Contract Line Items (CLIN) with sub contract line items as follows: CLIN 0001 Musical Accompanist; 0001AA Musical Accompanist at 9:00 A. M. General Protestant Service. 0001AB Musical Accompanist at Rehearsals for the 9:00 A. M. General Protestant Service. 1. General Statement: This Statement of Work (SOW) covers the services of a Musical Accompanist for the 9:00 A. M. General Protestant Service. Contractor will accompany the choir and congregation for the 9:00 A. M General Protestant Service on Sunday at the Hanscom Air Force Base Chapel. The contractor will also accompany the choir at the rehearsals for these Services as outlined in this SOW. The period of Performance is 1 October 2004 through 30 September 2005. The work shall be performed in accordance with the terms and conditions set forth in paragraph 2, below. 2. DEFINITION OF SERVICES TO BE PROVIDED: As Musical Accompanist you shall be required to: 2.1. Accompany the choir(s) in the performance of various types of special music, in conjunction with regular worship services and major Christian seasonal celebration. 2.2. Perform other duties for the service as deemed appropriate or necessary by the sponsoring chaplain. To include the management, cleaning and inventory of choir robes. 2.3. Request the ordering of music scores and music supplies as needed that reflects the order of worship. 3. DEFINITION OF SERVICES TO BE PROVIDED: As musical accompanist you shall be required to: 3.1. Perform prelude, offertory and postlude for the General worship Service at the chapel. The prelude will be for ten (10) minutes prior to the service and the postlude will be five (5) minutes after the benediction. 3.2. Perform hymns, spirituals, and gospel selections for the service as deemed appropriate by the sponsoring chaplain. 3.3. Serve as accompanist for the choir anthem other types of special music: i.e. soloist, duets, quartets, etc., in conjunction with regular services and major Christian seasonal celebrations. 3.4. Serve as accompanist at General Worship service choir rehearsal and any additional special programs as discussed with the sponsoring chaplain of the service. Actively recruit choir members to sing and/or play appropriate instruments. 3.5. Perform other accompanist duties for the service as deemed appropriate or necessary by the choir director and/or sponsoring chaplain. 3.6. Perform music for memorial services on a one-day notice as required. The form or type of music to be performed will be coordinated with the sponsoring chaplain. Perform music accompanist for major events with a thirty-day notice. 3.7. Possess experience in preparing music to flow with the order of worship as deemed appropriate and/or necessary by the sponsoring chaplain. 4. SCHEDULE OF SERVICES TO BE PERFORMED: Services shall be performed at the Hanscom Chapel Center, building 1603, and at other locations on Hanscom Air Force Base as directed by the sponsoring chaplain, Wing Chaplain, or NCOIC of Chapel Center. Contractor will perform duties every Sunday during the worship service and at weekly rehearsals. The contractor will be under the direction of the Choir Director and the Senior Protestant Chaplain 5. STAFF RELATIONS: The contractor will coordinate all services performed, as defined in this statement of work, with the sponsoring chaplain, or in his/her absence, the Wing Chaplain. Accompanist must work well with the chapel staff and promote a spirit of cooperation and unity. The sponsoring chaplain will certify all services provided by this contract. The contractor will ensure the Wing Chaplain or his/her delegated representative IAW 66 ABW/HC Operating Instructions approves all requests for chaplain funds and/or facility usage. 6. QUALIFICATIONS: The contractor must have a minimum of three years experience playing music in a tradition comparable to the Protestant Worship Service tradition. Must be able to read and transpose music. Possess demonstrable skills at conducting and directing an adult choir at rehearsals and worship services. Must have a working knowledge of gospel, traditional and modern pieces of Christian Music. Must have a thorough understanding of the order, function and intent of the order of worship at Sunday worship and special services. Be able to provide references and transcripts to support his/her qualification to fulfill the requirements. 7. MUSICAL SELECTIONS: Will be subject to the final approval of the chaplain in charge of the service. Those chosen by the contractor will be appropriate church music for the type of worship service being conducted and related to the church season. Contractor must be able to play hymns out of the Chapel hymnal. 8. REHEARSALS: Must be at least 30 minutes in duration and at least three choir members must be present to warrant full payment for the session, otherwise one-half of the session fee will be awarded the contractor for acting in good faith. The choir warm-up time prior to a service will be considered part of the service. 9. SUBSTITUTIONS: If a Musical Accompanist is required, he/she will be of equal competence to the contractor and acceptable to the Senior Protestant Chaplain. Notice of the substitution will be given to the Senior Protestant Chaplain or Chaplain in charge of the service or his/her designee 24 hours prior to the scheduled service or function, where possible, but approval of the Contracting Officer of the substitution is not required. The substitute will be a sub-contractor of the prime contractor. As such, the contractor will be responsible for compensating the substitute. Leaves or absences in excess of three days will be coordinated with the Senior Protestant Chaplain at least 30 days in advance. A substitute approved in accordance with paragraph 6.2 above will provide services in the absence of the coordinator. 10. SECURITY: In accordance with Department of Defense Instruction 1402.5 Enclosure E2.1.2, Criminal History Background Checks on Individual in Child Care Services) individuals under contract to the Chapel who work with children 18 years of age or younger are required to have a criminal background check on file, this check requires fingerprinting of the individual. This background check will be provided through Government facilities at Government expense immediately upon award. 11. INVOICE AND PAYMENT: In accordance with DFARS252.232-7003, Electronic Submission of Payment, the contractor will be required to submit invoices electronically. Invoicing will occur on a monthly basis. In accordance with FAR 52.232-33 Payment by Electronic Funds Transfer ? Central Contractor Registration, the contractor shall be registered in the CCR Database prior to award of the contract and shall receive payment by electronic funds transfer. The following provisions and clauses apply to this procurement: FAR 52.212-1, Instructions to Offerors-Commercial Items; In accordance with the FAR 13.106-1(a)(2) offerors are notified that award will be made on the basis of price and technical acceptability, i.e. audition. Offeror will be evaluated in accordance with FAR 13.106-2.
