Description
Choir Director Catholic Saturday Mass, 5:00 P. M. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is set-aside for small business only. The NAICS Code for this synopsis/solicitation is 711130, Independent Musicians; the Size Standard is $6 Million. Purchase Request number F5CHAP42260300 is issued as a Request for Quotation (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-24 effective 19 July 2004. The Government intends to award one Contract Line Item (CLIN) with sub contract line items as follows: CLIN 0001 Choir Direction; 0001AA Saturday Mass 52ea, 0001AB Rehearsals for Saturday Mass 52ea, 0001AC Special/Holy Day Services 4ea, 0001AD Rehearsals for Special/Holy Days 3ea, 0001AE Additional Rehearsals (Christmas/Easter) 6ea, 0001AF Holy Week Service (Holy Thursday or Good Friday) 1ea, 0001AG Christmas Eve Mass 1ea. See the Statement of Work (SOW) that follows for exact requirements and Mass quantities. 1. GENERAL STATEMENT: This Statement of Work (SOW) covers the services of a Choir Director for the 5:00 P.M. Saturday Evening Catholic Mass. Contractor will lead the choir and congregation for the 5:00 P. M. Mass on Saturday, and selected Catholic Holy Days, at the Hanscom Air Force Base Chapel. The contractor will also perform the rehearsals for these Masses as outlined in this SOW. Period of Performance is 1 October 2004 through 30 September 2005. The work shall be performed in accordance with the terms and conditions set forth in paragraph 2, below. 2. DESCRIPTION/WORK STATEMENT: The contractor shall be responsible for: 2.1. Custodial responsibility for musical supplies such as songbooks, sheet music, etc. 2.2. Assuming responsibility for restoring the rehearsal room to a neat and orderly condition after each rehearsal. 2.3. Assuming responsibility of building security (insuring that all doors and windows are locked before departing facility) and conservation of energy (turning off all lights, equipment, etc.). 2.4. Ensuring all choir activities are coordinated with the chapel staff, when necessary utilizing proper chapel forms, and will verify that proposed activities are included in the chapel calendar 2.5. The total maximum sessions to be provided under this contract are 52 Saturday performances, 52 Regular weekly rehearsals, and 15 Specials (Holy Day, Extra Rehearsals, and Special Events/Activities). 3. QUALIFICATIONS: The contractor must have a minimum of three years experience playing music in a tradition comparable to the Catholic Mass tradition. Must be able to read and transpose music. Must possess demonstrable skills at conducting and directing an adult choir at rehearsals and worship services. Must have a working knowledge of Catholic Music. Must have a thorough understanding of the order, function, and intent of the order of worship at Saturday worship and special services. Must be able to provide references and transcripts to support his/her qualification to fulfill the requirements. An individual of the Catholic faith is desirable. 4. MUSICAL SELECTIONS: Musical Selections will be subject to final approval of the Chaplain in charge of the service or the Priest Celebrant. Those musical selections chosen by the Contractor will be appropriate Church music for the type of worship service being conducted and related to the Church season. Contractor must be able to play hymns out of the chapel hymnal, yearly Music Issue, Glory & Praise, and the current Missalette. An audition and interview will be held by Catholic Chaplain. Contractor should have the vocal ability to sing and teach choir members selected songs and new music. 5. REHEARSALS: Must be at least 60 minutes in duration. At least three choir members must be present to warrant full payment for the session, otherwise one-half on the session fee will be awarded the Contractor for acting in good faith. Choir warm-up time will take place 30 minutes prior to a Mass or service and will be considered part of the Mass or service. 6. SUBSTITUTION: If a substitute Choir Director is required, the substitute will be of equal competence to the contractor and acceptable to the Senior Catholic Chaplain. Notice of the substitution will be given to the Senior Catholic Chaplain or Chaplain in charge of the service or designee 24 hours prior tot the scheduled service or function, when possible. Approval of the substitution by the Contracting Officer is not required/ The substitute will be a sub-contractor of the prime contractor. As such, the contractor will be responsible for compensating the substitute. 7. SECURITY: In accordance with Department of Defense Instruction 1402.5 Enclosure E2.1.2, Criminal History Background Checks on Individual in Child Care Services) individuals under contract to the Chapel who work with children 18 years of age or younger are required to have a criminal background check on file, this check requires fingerprinting of the individual. This background check will be provided through Government facilities at Government expense immediately upon award. Arrangements shall be made through the Contracting Officer. 8. INVOICE AND PAYMENT: In accordance with DFARS 252.232-7003, Electronic Submission of Payment, the contractor will be required to submit invoices electronically. Invoicing will occur on a monthly basis. In accordance with FAR 52.232-33 Payment by Electronic Funds Transfer ? Central Contractor Registration (CCR), the contractor shall be registered in the CCR Database prior to award of the contract and shall receive payment by electronic funds transfer (EFT). The CCR process provides the EFT information to the Government.
