Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is FA8902-04-R-1006 and is issued as a Request for Proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-13. The associated North American Industry Classification System (NAICS) for this procurement is 334513 and the business size is 500 employees. The Government intends to issue a contract for the Systems Program Office 311 Human Systems Wing, Brooks City-Base, TX. The contractor shall provide for a rewrite of an existing Technical Order 33D2-39-26-1 ACES II Ejection System. The following information is provided. Existing Technical Order (TO) 33D2-39-26-1 has been outdated for many years. A rewrite of the TO is necessary in order to consolidate numerous changes and clarify the test procedures for the field units. Reference Government Documents: TO 33D2-39-26-1, Technical Manual, Operation and Maintenance Instructions with Illustrated Parts Breakdown, Environmental Sensor Test Set, TTU-415/E, Part Number 811-00148, Environmental Sensor Test Set Adapter, Part Number 811-00193, and Altitude Chamber, Part Number 811-00215. The contractor shall rewrite referenced TO to reflect Operation and Maintenance instructions with Illustrated Parts List for the Environmental Sensor Test Set, Model TTU-415/E, FXC P/N 811-00148. TO should be written in a form that is easily understood by the user, and eliminates the potential for errors. Failure to test the environmental sensor properly could result in installation of a faulty sensor. Manual will be prepared in Word and PDF format. This is a follow-on requirement. Without receiving acceptable capability information that addresses the specific technical and operational background that is required for this equipment it is the Air Force's intent to solicit only FXC Corporation as they are the sole manufacturer for the TTU-415 Tester. Delivery will be made to the 311 HSW/YAPA, Brooks City-Base, TX. Provisions to include FAR 52.212-1, Instructions to Offerors -Commercial Items (Jan 2004); FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Oct 2003); FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders - Commercial Items (Apr 2004), apply to this acquisition.
