- This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). Submit written offers (oral offers will not be accepted), on RFQ RH-092004. All Statement of Need and Evaluation Factor requirements must be met as they appear in this notice. This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. Please note that there is currently no waivers in place for these NAICS Code when in compliance to the ?nonmanufacture rule? listed on SBA at http://www.sba.gov/GC/approved.html. The definition of the ?nonmanufacture rule? stated in FAR 19.001 is as follows "Nonmanufacturer rule" means that a contractor under a small business set-aside or 8(a) contract shall be a small business under the applicable size standard and shall provide either its own product or that of another domestic small business manufacturing or processing concern (see 13 CFR 121.406).
