Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-24. This is a small business set-aside. The North American Industry Classification System code is 238220 (formerly SIC code 1711) at a $12 Million size standard. LINE ITEM 0001: Computerized Control Inspection & Service: Contractor shall provide all plant, labor, tools, personnel, equipment, material, transportation, supervision, and all other items and services necessary to provide emergency maintenance in strict compliance with the requirements as set forth in the contract specifications (Statement of Work). There will be three (3) inspections. QTY: 3/Inspections, UNIT PRICE: $_________, EXTENDED PRICE: $_________. LINE ITEM 0002: Boiler Combustion Adjustment, Analysis, and Visible EmissionsTest; Contractor shall furnish all management, tools, supplies, equipment, transportation, labor and all other items and services necessary to provide Boiler Combustion Adjustment, Analysis, and Visible Emissions Test in accordance with the Statement of Work. QTY: 1/JB, UNIT PRICE: $_________, EXTENDED PRICE: $_________. LINE ITEM 0003: Emergency Intervening Service Calls, PPM; Contractor shall provide all plant, labor, tools, personnel, equipment, material, transportation, supervision, and all other items and services necessary to perform Principal Period Maintenance (PPM) for computerized control system in strict compliance with the requirements as set forth in the contract specifications (SOW) during normal duty hours. QTY: 15/Hours, UNIT PRICE: $_________, EXTENDED PRICE: $_________. LINE ITEM 0004: Emergency Intervening Service Calls, OPPM; Contractor shall provide all plant, labor, tools, personnel, equipment, material, transportation, supervision, and all other items and services necessary to perform Outside Principal Period Maintenance (OPPM) for computerized control system in strict compliance with the requirements as set forth in the contract specifications (SOW) during normal duty hours. QTY: 20/Hours, UNIT PRICE: $_________, EXTENDED PRICE: $_________. LINE ITEM 0005: Reimbursable Parts: Contractor shall furnish all parts for the Central heat plant Computerized Control System in strict compliance with the requirements as set forth in the contract specification (Statement of Work.) QTY: 1/LS, UNIT PRICE: $5,000.00, EXTENDED PRICE: $5,000.00 NTE INSPECTON AND ACCEPTANCE TERMS: Supplies/services will be inspected by Quality Assurance personnel and accepted at job site. NOTICE TO OFFERORS: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. DESCRIPTION/SOW: STATEMENT OF WORK FOR FULL INSPECTION, MAINTENANCE AND REPAIR SERVICE FOR COMPUTERIZED CONTROLS 1. DESCRIPTION OF SERVICES: The contractor shall furnish all management, tools, supplies, equipment, transportation, labor and all other items and services necessary to inspect, repair, and perform maintenance of computerized controls at the Central Heat Plant (Bldg 18), Bolling AFB, in accordance with industry standards and terms and conditions of the contract. 1.1. The work description shall serve as general information only and shall not be construed to limit the Contractor?s responsibility or obligation to comply with the contract documents for Inspection, Maintenance and Service for computerized Controls, Bldg 18 Central Heating Plant,? on Bolling AFB, DC. 1.2. Preventive maintenance and calibration shall be performed on the equipment listed in the Appendix, during each scheduled visit. The contractor shall ensure operations of the all equipment after maintenance and calibration operations are performed. 1.2.1. The contractor shall provide a checklist for each system inspection and shall submit a copy to the Contracting Officer for Government approval before the first inspection. The checklist shall be used during each system inspection and shall be signed by the contractor after task is completed. A copy of the completed report shall be submitted to the Quality Assurance Person QAP. 1.2.2 A completed report of all tests shall be submitted to the QAP within five (5) working days after each inspection/service visit. Reports will include results and records of condition found, adjustments, calibration sheet repairs or replacement made and any pertinent recommendation for major tear down, repair, overhaul, rebuild, and/or replacement of components. 1.2.3. The contractor shall review operating procedures for computer Software and hardware along with plant foreman and system operators. Contractor shall perform required maintenance, diagnostic assistance of system software when unexplained shutdown is experienced and make minor program changes in accordance with Air Force Policy or recommended changes by the plant manager. 1.3. BOILER COMBUSTION ADJUSTMENT, ANALYSIS, AND VISIBLE EMISSIONS REQUIREMENT. 1.3.1. Contractor shall provide the District of Columbia Air Quality Division with written notification at least 10 days before test so that enforcement Personnel can observe on site testing in accordance with 20 DCMR 502. Prepare and provide a sampling and analysis plan for the boiler combustion and analysis to submit along with written notification to the District and 11th CES/CEV Air Program Manager. 1.3.2. Boiler Combustion Adjustment Analysis. Contractor shall adjustment combustion on each boiler (CU18-1, CU19-3) starting no earlier than January 1 and complete before May 1, to maximize emission of carbon monoxide (CO) and the oxide of nitrogen Nox). Adjustments shall be made in accordance with the provision of 20 DCMR 805.5. The annual certification report must provide sufficient data to substantiate that each boiler has bee adjusted to applicable regulations. At a minimum, provide for each emission unit: the dates and times the boilers were adjusted; the name, address and telephone number of the tester and adjuster; the load expressed in pounds per hour steam during the test period; and percent oxygen and provide data for CO and Nox (20 DCMR 805.5). 1.3.3. Visible Emissions Test. Conduct a minimum of one visible emissions test for each of the boilers between January 1 December 3. Any visible emissions test must consist of 30 minutes of opacity observations, performed bay a certified opacity reader using the EPA reference method 9 (see 40 CFR Part 60, Appendix A, method 9). At a minimum the contractor shall provide: the date and time of the test; the name of, address and telephone number of the tester; the certification of the method 9 observer; the emissions units on line at the time of the test; the boiler load expressed in pounds per hour steam during the test period; the fuel fired during the test and 30 minutes of opacity observation;? the results of the observation and the applicable requirement. The emissions test shall be performed on each stack while boilers providing flue gas to that stack fire # 2 fuel oil (20 DCMR 502). 1.4. Interruption of Utilities: The contractor shall not interrupt existing utilities in the plant without first obtaining written permission from the QA or Plant supervisor, a minimum of seven days in advance. Request for outage shall be submitted in writing, and shall state the date, time and duration of proposed outages. The contractor shall make all final connections to utility service 1.5. Clean-Up: All material and scrap remaining from new work and classified as trash/debris shall be removed from the Base and disposed of by the contractor in a legally acceptable manner. It shall be the responsibility of the contractor to assure proper loading of all vehicles used for transport of materials and debris. The contractor at no additional cost to the government shall accomplish all clean-up activities. 2. EMERGENCY RESPONSE. The Contractor shall respond to emergencies or calls within two hours. 3. GENERAL INFORMATION: 3.1. CONTRACTOR REQUIREMENT: 3.1.1. Contract Manager. The contractor shall provide a project manager or person who shall be responsible for the competent performance of the work, and shall have full authority to act for the contractor. The personnel manager shall also be able to read, write, speak, and understand English. The contractor shall provide a manager who shall be responsible for the performance of the work. The name of this person and an alternate(s), who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer before the contract start date and updated as necessary. Manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The personnel manager, alternate(s) must be able to read, write, speak, and understand English. 3.1.2. Contract Personnel. Contact personnel shall present a neat appearance and be easily recognized while on base. This may be accomplished by wearing appropriate badges and or attire, which contain the company name and employee name. Identification shall be worn or attached to outer garment at all times. The contractor shall be responsible for acquiring the appropriate number of badges to meet his/her needs at the contractor?s expense. The contractor shall also ensure that employees have valid/current driver?s license as applicable to operate equipment in accordance with state, county and local laws, and regulations. The abrupt absence of contractor personnel at any time shall not constitute an excuse for nonperformance under this contract. The contractor shall not employ persons for work on this installation if such employee is identified to the contracting officer as a potential threat to the health, safety, security, general well being, and or operational mission of this installation and its population. The contractor shall provide the contracting officer a list of personnel to include person?s name, date of birth, and social security number, that will be working under this statement of work (SOW) before contract start date. 3.2. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The government will furnish to the contractor, all water, electricity, and sewage in the performance of this contract. 3.3. HOURS OF OPERATION. Normal Hours of operations are from 7 AM to 4 PM, Monday through Friday excepted for Federal recognized Holidays which are listed below. QUALITY ASSURANCE: The government will periodically evaluate the contractor?s 3.5. SECURITY REQUIREMENTS: All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the government installation, shall abide by all security regulation of the installation. 3.5.1. Base Access. The contract shall obtain personnel identification passes for all employees and vehicle passes for all contractor and personal vehicles entering Bolling AFB. The contractor must complete AF Form 75, Request for Visitor/Vehicle Pass, and DD Form 1172, Application for Uniformed Services Identification Card, and submit it through the contracting officer to the Security Forces and Pass and Registration. Vehicle registration, proof of insurance and a valid driver?s license must be presented for all vehicles to be registered. 3.5.2. Lost vehicles and base entry passes shall be reported immediately to Security Forces and the QA. 3.5.3. PHYSICAL SECURITY. The contractor shall be responsible for safeguarding all government property provided for contractor?s use. All government facilities, equipment, and materials shall be secured. The contractor shall be responsible for placing all barricades and safety devices during any activities and comply with all Occupational Safety and Health Standards (OHSA). 3.6. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc. 3.7. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE NATIONAL COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER. The contractor shall perform all services under this contract during a national crisis according to the Department of Defense Instruction (DODI) 3020.37. 3.8. WARRANTIES. The contractor shall be responsible for replacing any warranty item within the appropriate period of such warranty. This shall include manufacturer warranties. 3.9. ENVIRONMENTAL CONTROLS: Compliance with Laws and Regulations. The contractor shall be knowledgeable of and shall comply with all applicable federal, state, and local laws, permits, DOD, Air Force, and base environmental requirements and instructions. The contractor shall ensure that all subcontractors comply with the same. The contractor shall ensure policies and procedures are established that protect the safety and health of employees and the community to minimize or eliminate the risk of environmental pollution. If the contractor spill or release any substance listed in 40 CFR 302 into the environment, the contractor shall immediately report the incident to the Environmental Coordinator at 202-767-8600, in accordance procedures. The contractor shall notify the primary QA personnel or in his absence the alternate QA personnel. The contractor shall be liable for containment and environmental clean up of the spill or release of such substance. If spillage creates contaminated soil, the contractor shall at his own expense, remove the contaminated soil, properly dispose of the soil and replace it with uncontaminated topsoil and restore the grounds to their original condition. The contractor shall not dispose of contaminated soil or any hazardous materials on Bolling Air Force Base. 3.10. INVOICES: Payment will be made upon receipt of a proper invoice, as required by FAR 52.212-4(g), Invoices, for all accepted services.
