- Technology Support of Administrative Functions Transformation For OUSD/I OM&S Office Statement of Objectives Background: The Organizational Management and Support (OM&S) Office manages the administrative functions of the Office of the Undersecretary of Defense/Intelligence (OUSD/I). The OUSD/I Charter is to provide leadership, guidance and oversight of Defense Intelligence and Security to meet Secretary of Defense, Director of Central Intelligence (DCI) and combatant commanders' 21st century requirements. The OUSD/I vision is a globa l and horizontally integrated DoD intelligence capability that is comprised of highly qualified professionals and skilled leaders employing advanced technologies dedicated to supporting the needs of the war fighter and the DCI. The goals of the OM&S Office are to: Support the overarching mission of OUSD/I Implement best industry and government practices Improve OM&S Office productivity The OM&S Office manages the following administrative functions for OUSD/I: Personnel Actions for military personnel and civilians (including detailees) such as: recruiting, hiring, payroll, performance management (evaluations and awards), training, termination, leave Organizational & personnel analysis Personnel and physical security Internal budget management Correspondence management and control system Facilities/physical space management (telecommunications, computers and furniture, etc.) Travel Logistics (for all support services via the 474 system) Assume 275 users (includes current employee and contractor numbers plus room for growth). (System may need to be deployed on up to 3 separate networks each with a different classification level; Unclassified, Secret and TS/SCI.) Objectives: The OM&S Office seeks a contractor to implement an automated solution to move OM&S administrative functions (listed above under background) into a 21st century innovative operation. The contractor will automate workflow processes and create a robust API ( Application Program Interface) to allow integration with other web-based applications and services. See table titled, Existing Systems below. Implement best industry practices Provide technology that improves operations and is user-friendly Ensure understanding of required systems so that proposed solution does not duplicate system capabilities already present within USD/I Integrate DoD and OUSD/I business process rules Improve productivity Compliance with all security requirements Use of modular solution sets Reduction of current and future maintenance costs Provide metrics in three key areas: quality assessment, risk management and control and process improvement Required Services: The proposed system must: Provide user-definable workflow for existing and emerging processes, including: - Display individuals tasks via web interface - Automatic notification as tasks are assigned and completed via e-mail - View status of each task via web interface - Role-based access control and security - Manage document, form, and email attachments - Report on task performance - Launch applications from task window associated with task (including forms and attachments), See Existing Systems table for listing of applications - Search and find forms (links to existing forms, administrative instructions, DoD directives and other related documents) Comply with applicable DoD and Federal Regulations and guidance, such as: - PKE/PKI - Federal Paper Reduction Act - Section 508 Comply with the following security requirements - The contractor will be working within a government Sensitive Compartmentalized Information Facilities (SCIF) and must provide appropriate Security Clearances. TS/SCI is required and Sensitive Compartmented Information Facilities (SCIFs) at the contracto rs work site. Automate business processes across OUSD/I to include the following: - Paperless data processing (as much as Federal Regulations will allow) - Reuse of similar process automation developed for like-agencies within the DoD Intelligence Community and continual reuse of technology investments - Use of modular solution sets - Reduction of current and future maintenance costs - Use of metrics in three key areas: quality assessment; risk management and control; process improvement Desirable but not essential: - Project Management (must interoperate with MS Project Files) - Be interoperable with DoD collaborative tools (Defense Collaborative Tool Set (DCTS), Information Work Space (IWS)) The contractors solution must interface with existing systems: Function/Service Existing System Personnel Actions and Payroll Defense Finance and Accounting System (DFAS)/DCPS, Modern, and MILPERS Workforce Planning / Organizational & personnel analysis Personnel Tracking System, Modern Personnel and Physical Security Joint Personnel Adjudication System [Ed. Note: what is other system?] Internal budget management IRMA-I Correspondence management and tracking CCS (current, non web-based system) Facilities/physical space management (telecommunications, computers and furniture, etc.) Link to existing WHS support system(s), databases Travel Defense Travel System (DTS), DFAS, eTravel contractor Logistics / 474 Support Services System (need internal tracking automated) 474 system Contract management 419 System Concept of Operations: Short-term, provide links between OUSD/I users with OM&S via a web-based system. OM&S envisions that the home portal site will include icons for major administrative functions. When users launch an action by clicking on the appropriate icon, an autom ated request will be generated to the appropriate contact within OM&S for completion. Longer-term, link with outside Administration systems and provide for secure information sharing and Action Officer Collaboration Tools across domains: Office of the Sec retary of Defense, Washington Headquarter Services, Joint Staff, Intelligence Community and others as necessary.
