Description
U.S. Customs and Border Protection, Border Patrol Station, Yuma, Arizona - Firm Fixed Price Construction Contract. Work includes, but is not limited to, construction of a new 43,477 S.F. Border Patrol Station with Sally Port. Additional features in cludes, but are not limited to, an approximately 6,530 S.F. Bikeshop/ATV/Borestar/Kennel facility, a new approximately 5,566 S.F. Vehicle Maintenance Building with concrete apron, fuel islands (12,000 gal diesel and 2-12,000 unleaded) with pre-manufactured canopy, a vehicle wash station with pre-manufactured canopy, a recharge station with pre-manufactured canopy, an enclosed storage yard with paving, vehicle parking (298 spaces), visitor parking (20 spaces), bus parking (5 spaces), covered parking (130 spa ces), generators and transformers, utilities, retention/detention basins, fencing, paving, landscaping, security systems  site cameras, dumpster enclosure, entry sign, and site work on the 10-acre site. Duration of construction is approximately 455 days (base and all options). Estimated Price Range for the project is between $10,000,000 to $25,000,000. The North American Industrial Classification System (NAISC) code applicable to this project is 236220, which corresponds to SIC 1542. The Small Business Size Standard is $28.5 Million. UNRESTRICTED Solicitation Number W9126G-04-R-0049 for this project is anticipated to be issued on or about October 12, 2004, with proposals due on or about November 30, 2004 (unless otherwise stated in the solicitation). This is Best Value procurement. Procurement consideration, listed in descending order of importance, will be given to Construction Past Performance, Corporate Relevant Specialized Experience, Management Effectiveness, Construction Duration, price, and oth er salient factors included in the solicitation. There will be no public bid opening. It is anticipated that when combined, the evaluation factors will be approximately equal to cost or price. HUBZone price evaluation preference will be applied to all q ualified HUBZone small business concerns, provided that the HUBZone concern has not waived their evaluation preference and their price proposal is not more than 10% above the lowest large business concerns price. Proposals from Large business firms must c omply with FAR Clause 52.219-9 regarding the requirement for submission of a Subcontracting Plan. The Fort Worth District FY05 Preliminary Targets (expressed as a percentage of the contractors total planned subcontract amount) are as follows: Small Busin ess 73.5%; Small Disadvantaged Business 10.6%; Women-Owned Small Business 11.0%; HUBZone Small Business 3.2%, and Service-Disabled Veteran-Owned Small Business 3.0%. The solicitation plans and specifications will be placed on Compact Disk (CD-ROM) and wil l be provided at no charge. Plans and specification will not be provided in a hard paper copy format unless the Government determines that it is necessary. However, the Government reserves the right to use only the Internet as notification of any changes to the solicitation. It is therefore the Contractors responsibility to check the following address daily for any posted changes to the solicitation.
