Description
Due to recent national events, Seattle District, US Army Corps of Engineers, shall be conducting business under heightened security for the foreseeable future. Access to Federal Center South, 4735 E. Marginal Way S., Seattle, WA 98124 shall be through the front lobby only. The building is under Federal Protective Service Level 3, which means that persons entering the facility are subject to inspection, includin g purses, packages, etc. All deliveries shall be thoroughly inspected. In addition, visitors may be required to be escorted by Corps personnel while in the building. Please allow sufficient time to deliver your bid so that it reaches the Contract Specialist by the required time and date. For any questions, please contact the Contract Specialist assigned to your project or check out our website at http://www.nws.usace.army.mil for up to date information. _______________________________________________________________________ The Seattle District Corps of Engineers has a competitive 8(a) small business set-aside requirement for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to Repair (including straightening, adjusting, replacing parts, restoring surface with rust-inhibiting paint, etc), Replace and Install (including layout and survey work) fencing on Fort Lewis, Washington. Fencing types include chain link and barbed wire. A lso included will be additional tasks such as clearing areas adjacent to new fences, cutting of trees greater than six inches in diameter, concrete footings, gates of all types and sizes, electrical grounding, etc. Individual task orders will range from $ 2000 to $250,000. Value of all work will be limited to a maximum of $2,000,000 per contract period. The total not-to-exceed amount for the base period and all option periods is $8,000,000 over the life of the contract. For the purposes of this procuremen t, a concern is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed $12 million. This requirement will be a sealed bid procurement conducted in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 14. Period of performance is a base period not to exceed 12 months and three option periods not to exceed 12 months each. The North American Industry Classification System 238990. Competition for this procurement is limited to eligible 8(a) firms located in the State of Washington and 8(a) participa nts in good standing. The solicitation is also open to qualified 8(a) firms serviced by an SBA office outside of the state listed above, but having a Bona fide branch office in the State of Washington. A Bona fide branch office is a place of business for purposes of 8(a) construction procurements located where an 8(a) Participant regularly maintains an office which employees at least one full-time individual within the appropriate geographical boundary. This does not include construction trailers or other temporary construction sites. Joint Venture Agreements are allowable on competitive 8(a) set-asides and must be received by the SBA prior to bid date and approved before award of a resulting contract. If you are contemplating a joint venture on this pr oject, you must advise your assigned Business Opportunity Specialist (BOS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or change s needed can be made only when you BOS has adequate time for a thorough review before the bid due date.
