- THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES. MSC requests information about the cost and availability of four (4) tugs in Pascagoula, MS, to provide harbor support services and ship handling and support the Government?s requirement. Specifics are as follows: 1. LOCATION: Pascagoula, MS 2. MISSION: Four (4) tugs to support the Government's requirements 3. CONTRACT STYLE: Requirements Contract 4. DELIVERY DATE: November 2004 5. VESSEL CHARACTERISTICS: FLAG: USA; CLASSIFICATION: N/A; PROPULSION TYPE: Twin Screw or Better; ENDURANCE: N/A; SHAFT HORSEPOWER: 2,000 SHP; BOLLARD PULL: 50,000lbs. in the forward direction at full rated engine RPM; TRANSIT SPEED: 11 knots underway in moderate weather at 80% or rated horsepower.; MAXIMUM DRAFT: N/A; SEWAGE CAPACITY: N/A; MAXIMUM LENGTH OVER ALL: N/A; SURFACE CONFIGURATION: Configured to prevent metal-to-hull contact with surface vessels.; SURFACE FENDERING: Non-marking fendering, clean and sufficient to prevent metal-to-metal contact with surface vessels.; SUBSURFACE CONFIGURATION: N/A; SUBSURFACE FENDERING: N/A; FIREFIGHTING: One (1) tug equipped with a fire pump and monitor of at least 2000 GPM at 125 PSI with a combined coverage of 360 degrees. A minimum of two fire stations (one port, one starboard) and have a fire system capable of delivering water or fire-fighting foam through all fire hoses and monitors. Other tugs shall be equipped with a fire pump capable of 400 GPM at 125 PSI.; MAXIMUM AIR DRAFT: N/A; MAXIMUM BEAM: N/A; LINES: Sufficient for services performed under this contract. Lines shall have a minimum work load capability of 7,500lbs.; CAPSTANS/WINCHES: Sufficient for services performed under this contract; NAVIGATION EQUIPMENT: Minimum required by the U.S.C.G for inland and international waters including Fathometer and Marine Radar.; COMMUNICATION EQUIPMENT: Minimum required by the U.S.C.G. and FCC for inland and international waters. Capability to provide two-way communication on frequencies of CH 12, CH 13 and CH 16. Services shall require no more than the following notification times: Straight-Time 0700-1700 local time, Monday through Friday, excluding federal holidays: 2 HOURS. Overtime 1701-0659 local time, Monday through Friday; 1701 Friday through 0659 Monday; all Federal holidays: 2 HOURS NOTE: Contractors shall respond to emergencies with utmost dispatch. Schedule of Estimates: Call-Outs: 180; Overtime Call-Outs: 25. (Note: Average working time for each tug is estimated to be 1.5 hours per call-out.) 6.
