Description
This is a revision to a synopsis Ref: N00421-04-R-0105 posted 1 July 2004 as a sole-source requirement. The sole source no longer applies. This requirement is now unresticted. The Naval Air Systems Command, Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, has a requirement for Electro Optical/Infrared (EO/IR) detection systems to replace the AN/AAS-36 Infrared Detection Systems (IRDS) currently installed on P-3C Update III and BMUP configured aircraft. The Navy is seeking an Off-The-Shelf/ Non-developmental Item EO/IR system that meets or exceeds the functionality and performance of the current AN/AAS-36 IRDS and complies with the Government approved Performance Specification. This requirement includes the production, integration, test, and installation of Trial Kit Installations (TKIs) on the P-3 UIII and BMUP aircraft as well as full production and operational, depot and maintenance training. Full rate production of EO/IR Detection Systems is planned for an estimated 75 aircraft following successful completion of Developmental Tests on the TKI?s. The Government intends to issue an IDIQ contract in March 2005 to a single source that will be responsible for all aspects of the EO/IR system. It is expected that a draft Statement of Objectives and Performance Specification will be posted for Industry review and comment on the NAVAIR Website at: www.navair.navy.mil/doing_business within 30 days of this notice. In addition, it is anticipated that a draft RFP will be posted within 2 weeks thereafter with industry comments due 14 calendar days after posting. The subsequent formal RFP will be issued electronically on the NAVAIR Website at: http://www.navair.navy.mil/doing_business/open_solicitations/. Responsive offerors must demonstrate capability to perform the entire requirement. Award will be made to the responsive, responsible offeror whose offer conforms to the solicitation and is the most advantageous to the Government.
