Description
The Naval Air Warfare Center Weapons Division (NAWCWPNS), China Lake, CA, intends to procure a high-speed impact system on a sole source basis from Safety Management Services, Inc., of West Jordan, Utah. The required system will be used to evaluate the effect of mechanical impact on propellant integrity. Cylindrical samples of energetic will be projected into a target plate at a range of velocities using both powder and gas driven mechanisms. Testing capabilities will include three gun assemblies that will allow for the testing of 18mm, 25mm, and 70mm diameter samples. Critical Impact Velocity (CIV), or the minimum velocity capable of producing a violent reaction in the propellant will be required in the three assemblies. Each of the three gun assemblies will include a barrel, mounts, stand, breach cap for electric primers, and powder charge. An electric solenoid and valving assembly for gas driven samples will be included in the 18mm gun assembly as well as a catch! box for sample collection. The required system is custom built and includes three gun assemblies that will be manufactured by Safety Managements Services, Inc., (SMS) to include SMS High-Velocity Impact Gun, Model 18mm G&PE Mod 2; SMS High-Velocity Impact Gun, Model 25mm PE Mod 2; and SMS High-Velocity Impact Gun, Model 70mm PE Mod 2 systems. The required system must be compatible with existing systems at NAWCWPNS, and the propulsion contractors ATK, Thiokol, and Baccus. Respondents, other than the above, should submit, at a minimum, their qualifications and any other information considered pertinent to the requirement to the Contract Specialist within 5 days after publication.
