- This requirement in support of the Naval Undersea Warfare Center Division Keyport, is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this requirement issued as a request for quotation is N00253-04-Q-0326. The solicitation document incorporates the provisions and clauses in effect through Federal Acquisition Circular 2001-24. This requirement will be negotiated on an other than full and open competition basis in accordance with 10 USC 2304(c)(1) with General Micro Systems, Inc. (GMS), 8358 Maple Place, Rancho Cucamonga, CA 91730, as implemented by FAR 6.302-1. The required Single Board Computer (SBC) must be compatible with the Compact PCI Chassis used in the existing NFCS system. Specifi! cally, the SBC must be 2 slots wide, with one connector bank, right hand justified, and powered from the system slot. In addition, the NFCS system requires dual on-board video graphics, with Sync on Green Video support for Non DDC Monitors and 1280 by 1024 resolution. The Naval Undersea Warfare Center Division Keyport requires the following: CLIN 0001: 117 each, GMS Part Number 95-411-0, Rear Transition Module, 80MM with J3 and J5 connectors transition module. Accommodations for two Gigabit Ethernet ports via RJ-45, one Serial port with RS232 buffers via RJ-11C, Mouse/KB, USB, VHDCI SCSI, DVI-D plus 12V CPU core power, and optional fan control connectors via front panel. IDE, floppy headers, and 44 pin IDE connector for an optional 2.5 inch HDD. CLIN 0002: 117 each, GMS Part Number 95-410-0, C269 Single Board Computer with Full Up Less CPU, RAM and BMC. CLIN 0003: 117 each, GMS Part Number 95-496-0, Workstation I/O with PMC Full Up (DSOG Dual Video with RGB Sync on ! Green Video Support for Non DDC Monitors). Workstation I/O module provides up to 133MHz, 64 bit PMC site, dual high speed video channels, four USB 2.0 and two Fire Wire 1394B ports. Will not accept triple PMC module. CLIN 0004: 234 each, GMS Part Number 85-499-0, 2.4GHz LV Xeon Processor with 533 MHz Front Side Bus (2 each per Board). CLIN 0005: 468 each, GMS Part Number 86-268-0, 1GB DDR 266 MHz Registered DIMM DDR Memory Module with ECC (Must be in Parity X 4 for total 4GB RAM per Board). The applicable NAICS Code for this requirement is 334111 and has a size standard of 1,000 employees. This requirement is to be FOB Destination, Naval Undersea Warfare Center Keyport, Keyport, WA 98345-7610 with Inspection and Acceptance at Destination with a required delivery date no later than 16 weeks after date of award. Quotes/Offers are due no later than 30 September 2004, 10:00 am Pacific Time. Defense Priorities and Allocations System (DPAS) and applicable assigned rating fo! r this requirement is DO-C9E. The following provisions apply to this solicitation, 52.212-1 Instructions to Offerors. Offerors are advised to include a completed copy of the provision at 52.212-3 Offerors Representation and Certification-Commercial Items, and 252.225-7001 Buy American Act-Balance of Payments Program Certificate with their quote. The following DFAR Clause 252.211-7003 has been added in full. Quotes/Offers are due no later than 30 Sep 2004, 1000 hours Pacific Time. The Defense Priorities and Allocations System (DPAS) applicable assigned rating for this requirement is DO-C9E. Commercial Simplified Procedures shall be used for this procurement. Firms interested in submitting quotes must (1) complete the pricing providing unit prices and extended pricing, (2) complete all representations and certifications found in the required clauses, ensure current registration in the DoD Central Contractor Registration database (http://www.ccr.gov/). The c! ontract resulting from this solicitation will be awarded based on the following evaluation factors: (1) Technical: Offers must meet or exceed the requirements in the solicitation and any subsequent amendments. (2) Price: For offers which meet all other evaluation factors, award will be made to the low offeror based on price and the following price evaluation factors: Single Award for All Items. Due to the interrelationship of supplies and/or services to be provided hereunder, the Government reserves the right to make a single award to the offeror whose offer is considered in the best interest of the Government, price and other factors considered. Therefore, offerors proposing less than the entire effort specified herein may be determined to be unacceptable. (3) Delivery: Offerors must meet the required delivery date.
