- The Space and Naval Warfare Systems Center, San Diego (SSC SD) intends to solicit and award a definitive, sole source contract to provide professional services and software to apply data analysis, data collation, data warehousing, GIS mapping support, and data mining functions for the Iowa Department of Corrections and Nebraska Department of Corrections. Contract # N66001-04-M-R350, to i2 Inc., 6551 Loisdale Ct., Suite 600, Springfield, VA 22150-1820 on a sole source basis, for the National Institute of Justice Data Sharing Experiment in the amount of $108,894. This Performance Based Service Acquisition (PBSA) contract will be a combination of Firm Fixed Price (FFP) and Time and Materials (T&M) for a period of performance of twelve (12) months. The FFP portion includes all deliverables and services except travel. Time & Materials portion of the contract includes the contractor's travel expenses. Note: the estimated effort for focus areas 1,2,3,5 and 6 is up to 25 days for the entire performance period. The work consists of six major areas of focus: (1) Determine the exact computing and networking requirements for the software installation. The requirements analysis phase shall focus on the data sources that will feed the software query engine and the procedures that need to be put into place to manage the databases. (2) Install and configure software on customer supplied computer hardware. The following software packages are included in this installation: Nine (9) data analysis tool licenses, data mining tools, designer tools for creating a meta-database from the SQL database, tools for creating datasets accessible by query engine, and software plug-ins to support third-party mapping software. (3) Data management, mapping, extraction, and loading SQL database to prepare the data for efficient searching and analysis. (4) After introducing users to the software tools and data mining using examples, teach the users to effectively use the software tool with production data to search databases and analyze the resulting data sets at the customer's facility of choice. Expected duration of course is two-5 day courses with a capacity for up to 12 students. Administrator training shall teach the system administrator the ins and outs of maintaining a production software analysis installation. Extensive help-desk support to help analysts use the software and draw actionable conclusions shall be provided. (5) Help the customer implement their data management plan and handle new requests for data integration as they occur. (6) The Contractor shall provide monthly progress reports to the Government, to include technical tasks performed, issues or problems and a financial summary. This notice of intent is not a request for competitive proposals or quotes. The Government will make a determination whether to conduct a competitive procurement based upon responses to this notice. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other suppliers or services will satisfy agency requirements. The applicable North American Industry Classification System (NAICS) Code is 511210; small business size standards is $21,000,000. The estimated release date for the solicitation is 10 OCT 2004.
