Description
NAICS Code: 541620 The Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), Climate Protection Partnerships Division (CPPD), ENERGY STAR Residential Branch (ESRB) intends to award a sole source fixed-price purchase order using the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to the Manufactured Housing Research Alliance (MHRA). MHRA is uniquely qualified to develop guidelines for the marketing and installation of ENERGY STAR qualified manufactured homes due to its detailed knowledge of how the manufactured housing industry constructs, markets, and installs its homes and the many issues and challenges the industry faces. This knowledge comes from MHRA's manufacturer members, who produce about 80% of all manufactured homes in the U.S. In addition, MHRA is uniquely qualified because it helped develop manufacturing and quality control procedures that laid the groundwork for what became the guidelines used by all plants to construct ENERGY STAR qualified manufactured homes. As such, MHRA has an intimate knowledge of the current procedures used by plants to qualify homes for the ENERGY STAR label and the energy efficiency and building science principles that were used to develop those procedures. It also knows first hand the barriers facing retailers and installers of ENERGY STAR qualified manufactured homes and what these businesses need to increase the quality and sales of these energy efficient and affordable new homes. In 2000, with a grant from EPA, MHRA developed technical procedures that later laid the groundwork for what became the procedures for constructing ENERGY STAR qualified manufactured homes. Leveraging the industry's existing quality control and inspection systems, the procedures were adopted by EPA and converted into ENERGY STAR program protocols. The purpose of this acquisition is to develop technical guidelines for marketing and installing ENERGY STAR qualified manufactured homes and for sizing cooling equipment for these homes. The main objective of this work is to increase the market penetration and quality of ENERGY STAR qualified manufactured homes by developing and disseminating guidelines that provide information on how to successfully market and install these homes. The target audience for these guidelines will be manufactured home retailers and installers. The NAICS code for this procurement will be 541620. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received by the closing date of this announcement, will be considered and given adequate evaluation. Responses to this posting SHALL be in writing. A determination not to compete the proposed requirement based upon this notice is solely within the discretion of the Government.
