Description
This is a Request for Information (RFI) from interested sources by the Defense Advanced Research Projects Agency (DARPA) Advanced Technology Office (ATO) regarding the ability of firms to conduct classified research in the area of computer network operations. DARPA does not intend to award any type of award instrument based on responses to this RFI, or otherwise provide compensation for the information solicited. Any information submitted in response to this RFI is provided voluntarily. Respondents are advised that DARPA is under no obligation to acknowledge receipt of information received, or provide feedback to respondents with respect to any information submitted under this Request for Information (RFI). This RFI is open to any capable and qualified sources, including but not limited to universities, private or public companies, Government Laboratories, and Government research establishments. INSTRUCTIONS TO RESPONDERS: Responders should provide a high-level description of their research capabilities in computer network operations. Capabilities provided should be as specific as possible, and should identify unique technical development qualifications in specific areas. Examples of possible research areas include networking protocols, networking equipment, operating systems, compilers, software analysis, microelectronics and semiconductors, manufacturing and control systems (e.g., SCADA), and wireless systems (both IP and non-IP based). Note: this list is an example of possible interest areas and is neither comprehensive nor complete. Submissions must have two parts. The first part may be classified and/or proprietary. It must include the research areas in which the responder is capable of performing and the corresponding classification level of current personnel to work in each area. If desired by the responder, the first part may also include a description of prior computer network operations work performed by the company. The first part of the submission is limited to two pages, with a minimum of ten (10)-pitch font size. The second part is a non-proprietary page identifying the responders technical, business, and administrative points of contact, to include name, address, phone and fax numbers, and email addresses. This non-proprietary page must also include the proposer?s CAGE number and physical location. The second part has a limit of two pages and a minimum of ten (10) pitch font size. The Government anticipates that responses to this RFI may be either unclassified or classified. Unclassified responses should be submitted in hardcopy format to Defense Advanced Reseach Projects Agency, Attn: Computer Network Operations DARPA/ATO, 3701 North Fairfax Drive, Arlington VA 22203-1714. Unclassified FAX responses can be sent to (703) 516-7369. Classified submissions shall be in accordance with the following guidance: In submitting a classified response, you must first receive permission from the Original Classification Authority to use their classified information and you must identify in the response the applicable Security Classification Guide used to classify the information in the response. Classified submissions shall be in accordance with the following guidance: Collateral Classified Information: Use classification and marking guidance provided by previously issued security classification guides, the Information Security Regulations (DoD 5200.1-R), and the National Industrial Security Program Operating Manual (DoD 5220.22-M) when marking and transmitting information previously classified by another original classification authority. Classified information at the Confidential and Secret level may only be mailed via U.S. Postal Service (USPS) Registered Mail or U.S. Postal Service Express Mail. All classified information will be enclosed in opaque inner and outer covers and double wrapped. The inner envelope shall be sealed and plainly marked with the assigned classification and addresses of both sender and addressee. The inner envelope shall be addressed to: Defense Advanced Research Projects Agency ATTN: Computer Network Operations, DARPA/ATO 3701 North Fairfax Drive Arlington, VA 22203-1714 The outer envelope shall be sealed with no identification as to the classification of its contents and addressed to: Defense Advanced Research Projects Agency Security & Intelligence Directorate, Attn: CDR 3701 North Fairfax Drive Arlington, VA 22203-1714 All Top Secret materials should be hand carried via an authorized, two-person courier team to the DARPA CDR. Special Access Program (SAP) Information: Contact the DARPA Program Security Support Center (PSSC) at (703)812-1962/1970 for further guidance and instructions prior to transmitting SAP information to DARPA. All Top Secret SAP must be transmitted via approved methods for such material. Consult the DoD Overprint to the National Industrial Security Program Operating Manual for further guidance. It is strongly recommended that you coordinate the transmission of SAP material and information with the DARPA PSSC prior to transmission. Sensitive Compartmented Information (SCI) Data: Contact the DARPA Special Security Contact Office (SSCO) at (703)812-1993/1994 for the correct SCI courier address and instructions. All SCI should be transmitted through your servicing Special Security Officer (SSO)/Special Security Contact Officer (SSCO). All SCI data must be transmitted through SCI channels only (i.e. approved SCI Facility to SCI facility via secure fax). Proprietary Data: All information submittals containing proprietary data should be appropriately marked. It is the respondents responsibility to clearly define to the Government what is considered proprietary data. Responses to this Request for Information (RFI) are due no later than 4:00pm, Local Time, Arlington, VA, on 1 December 2004.
