Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. Solicitation RFQ PC 04-Q-003 is being issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. The solicitation will be distributed solely through the General Services Administrations Federal Business Opportunities web site http:www.fed.bizopps.gov/ Hard copies of the solicitation document will not be available. This is a total small business set-aside, firm fixed price contract. Bids are due October 18, 2004 to PC HQ,. 3:00 PM EST Estimated value of the contract is $150,000 per years for (5) five years See C.1.3 for Proposal Format (All factors are of equal value) B.1 SERVICES The Contractor shall provide all technical support, and supplies and status reports as specified in Section C, to serve as a clearinghouse for the acquisition of publications and other technical and training materialsbe ordered by individual delivery orders under this Indefinite Quantity/Indefinite Delivery Order type contract. B.2 TYPE OF CONTRACT The contract is structured as a firm fixed price, indefinite quantity/indefinite delivery type contract. PRICE (a) The contractor shall be reimbursed for publications at the most favorable discounted rate available but not more than the discounts offered in the contractor's proposal, plus the cost of shipping for Special/Rush orders. Shipping to ICE's Washington office and the ICE GPO warehouse is at no charge. (b) In addition, the Contractor shall be paid the fixed amount of ___% fee for each delivery order excluding the price for shipping. SECTION C -DESCRIPTION/SPECS./WORK STATEMENT OF WORK INTRODUCTION C.1.1 Background of the Peace Corps Information Collection and Exchange (ICE) Resource Center. The Peace Corps is a U.S. Government Agency that sends Volunteers to work in developing nations. The ICE Resource Center, a unit of the Center for Field Assistant and Applied Research, serves as the information and resource center for the Peace Corps staff and Volunteers. ICE annually purchases approximately 100100more than 150 titles on topics ranging from economic development and foreign affairs to technical subjects (agriculture, education, training, environmental education, health, etc.) of interest to the Volunteers and overseas staff. The number of copies purchased varies from a single copy (occasionally) to several thousand copies (also rare), but generally the quantity is in the 25-500500300 range. C.1.2. The Contractor shall supply publications as ordered in an effective and efficient manner, and shall also provide a variety of associated services that support the execution and. administration of the resource center acquisition operations, and certain options in delivery and physical processing of materials. The ICE Resource Center has found that centralizing acquisition of books and other library resources through a qualified firm reduces the Government?s time and labor investment in this process. Accordingly, the proposals received for this contract will be evaluated based on the ability to meet the requirements described herein and the criteria noted in the Instructions for Proposals in C.1.3.. C.1.3. Instructions for Proposals. Detailed directions for the format and scope of proposals is provided in section ______, however, contractors must include in their proposals: (a) their fixed commission, or price per item purchased which reflects the delivery description in C.3.2 which states the Government shall not be charged for shipping to the Peace Corps warehouse except in the specified instances; (b) an average discount per book based on a list of publishers they commonly deal with and the books identified in determining the average; (c) a description of their demonstrated ability to track and communicate the status of orders from a wide range of publishers, providing periodic reports and status updates; (d) a description of their demonstrated ability to acquire and expedite delivery of books from international sources, including coordination with publisher, completing customs checks as needed, and receiving delivery in a timely manner, see D.1.5; (e) a description of their clear support structure with point of contact, toll-free or Washington D.C. local customer service number for communication, reporting and service of this contract with the Peace Corps COTR; (f) a description of their demonstrated ability to manage receipt of all deliveries from worldwide publishers, temporary storage of individual items as needed to coordinate shipping of orders to a client?s warehouse; (g) sample materials (catalogs, system documentation, management reports, invoices, etc.) to illustrate the narrative description of their services, but sample materials should not replace a narrative description of services.
