Description
This is a notice of Intent to award a Sole Source contract for service under the authority of FAR 6.302-1 to Quadraserve. The scope of work includes an Securities and Exchange Commission (?SEC?) requirement for access to historical rebate rate data and current rate data that provide price transparency to the stock loan industry. Price transparency shall enable SEC?s analysts to determine whether lending agents are lending mutual fund securities at a fair and competitive price. The SEC requires an electronic real-time price feed to all domestic and international stock loan transactions, originally obtained from several sources that are major participants in the stock loan industry. These sources shall include broker dealers, insurance companies, mutual funds, bank agent lenders, third party agent lenders and hedge funds. SEC requires a one-year subscription to a service that shall provide historical rebate rates on all domestic and international securities, as well as real time access to current rebate rate data provided throughout the trading day. Historical rebate rates data shall be available back to April 2002. The data shall be available via FTP on a daily basis. The services are being procured under FAR Part 13. The above named vendor is believed to be the only source for this service. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Interested contractors may submit their capabilities and qualifications to perform the effort in writing by fax or e-mail to Debra Chapman no later than 9:00 AM on Friday, September 24, 2004.
