- Description
- The Defense Information Technology Contracting Organization (DITCO), Information Systems Services Division, Hardware/Software Branch (DITCO/PL8231), 2300 East Drive, Scott AFB IL 62225-5406, intends to issue a sole source contract to SECURENET INC., 12211 E 52ND ST STE 301, TULSA, OK 74146-6204. This acquisition is for the renewal of maintenance for Oklahoma City control system and closed circuit television. SecureNet is the vendor responsible for the installation of our current ACS in buildings 300 and 201. The ACS’s were installed at different times and have overlapping hardware and software warranties. SecureNet has warranted the both systems, and to allow another vendor access to the software of hardware would invalidate the overall system warranty. CCTV system throughout building 3900 and Infra sensors within the secure room are integrated with the ACS. SecureNet has overall intimate knowledge of over ACS, software and all integrated components and is located in close proximity to OKC to resolve emergency security vulnerabilities. SecureNet installed our ACS in building 3900 in October 1999 and building 201 in July 2000 and has active warranties on both systems. To allow another vendor access would invalidate the warranties for buildings 3900 and 201. No third party maintenance is authorized. Period of performance is 1 Oct 04 through 30 Sep 05. The statutory authority for other than full and open competition is 10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who can provide the above listed software license and enhancement renewal must request a copy of the RFQ not later than COB 24 Sep 04 via the following address: eleyl@scott.disa.mil. The resultant contract will be a firm fixed price purchase order. All responsible sources may submit a quote that will be considered. The NAICS code is 561621 for this procurement. PLEASE SEE FOLLOWING STATEMENT OF WORK: Defense Enterprise Computing Center Access Control/CCTV Systems Maintenance Agreement STATEMENT OF WORK (SOW) 1.0 INTRODUCTION 1.1 Organization 1.1.1 Identification: Defense Enterprise Computing Center, Oklahoma City (DECC OKC), 8705 Industrial Blvd, Tinker AFB OK 73145-3352. 1.1.2 Mission: Department of Defense (DoD), Defense Information Systems Agency (DISA), DECC-OKC, delivers state of the art communications and computing services to worldwide clientele. DECC-OKC operates mainframe, mini/micro computer environments. 1.2 Background and Objective: 1.2.1 Background: The Access Control System (ACS) and Closed Circuit Television (CCTV) system is an integral part of our overall physical security program for DECC OKC. There are numerous strategically located cameras within and around the facility that are integrated with the ACS. To fully utilize all the functionality of our Access Control System (ACS) and CCTV system would require the systems to be integrated. 1.2.2 Objective: Company performing work on this contract shall provide all the necessary hardware, material, labor and warranty for repairing and maintaining the current ACS and PELCO CCTV system. CCTV system shall fully integrate with the existing ACS system. ACS and CCTV system hardware shall be of an "open systems" and non-proprietary architecture. 1.3 ACS/CCTV Environment. 1.3.1 ACS Hardware: The ACS consist essentially of, but not limited to, the following major components as defined in the Security System Processors (SSPs) and addresses. The access control system includes, but is not limited to, the following for: Building 3900 hardware: 1. Main building entrance: 1.0.4 and 1.0.1 four proximity readers for entering and exiting building solenoid drop lock 2. All identified doors that have security for buildings 3900 (e.g., proximity readers) the following items are included for maintenance purposes: a. Integrated emergency exit switch b. Magnetic door lock c. Sensor switches d. Wiring back to SSP e. All micro processing boards, power supply units and battery backup within SSPs f. PIN Pads g. Proxy Readers 41. Photo identification equipment for making facility identification badges, associated software (SW) and digital camera. 42. Infra Red (IFR) sensors located in room 144. 43. Strobe lights located in main computer room, room 144, room 236(SMC), room 140 and the CCC area. Building 201 hardware: 1. Entry doors North West and North East double glass doors: two outside proximity reader for entering two sensor for exiting four magnetic door locks two emergency exit switch 2. SE partitioned door two proximity readers four magnetic door locks 3. NE partitioned door two proximity readers four magnetic door locks 4. NW partitioned door two proximity readers four magnetic door locks 5. SW partitioned door two proximity readers four magnetic door locks 1.3.2 Software: All software and programming associated with the ACS host computer located in building 3900 room 104, and clients located at the front lobby desk building 3900 and within the System Management Center (SMC), building 3900. 1.3.3 Reserved. 1.3.4 Reserved. 1.3.5 CCTV Hardware and Software: Current PELCO CCTV System consist essentially of cameras, power supplies, digital recording equipment, multiplexers, and monitors. 1.4 Period: 365 days after award of order and four, one year options. 2.0 TECHNICAL REQUIREMENTS 2.1 Task Description. 2.1.1 Scope of Work: Maintenance of an operational ACS and CCTV system at DECC OKC. 2.1.2 Statement of Work: The contractor shall provide all parts, labor, materials, documentation, equipment (other than specified), tools and supervision to insure an operational ACS and CCTV systems including preventive and remedial maintenance. Contractor will ensure that all areas are cleaned of debris (walls, floors, ceilings, etc.) upon completion of any maintenance action, all areas shall be restored to original condition. All wiring for the ACS and CCTV system will conform to industry standards. All wiring that cannot be hidden (e.g. pre-cast structures, etc.) shall be aesthetically concealed (e.g., wire molding). All proposed fur outs/moldings are subject to government approval prior to modification or installation. Except for defaults of subcontractors at any tier, the Contractor shall not be liable for any excess costs if the failure to perform the contract arises from causes beyond the control and without the fault or negligence of the Contractor. Examples of such causes include: (1) acts of God or of the public enemy (2) acts of the Government in either its sovereign or contractual capacity (3) fires (4) floods (5) epidemics (6) quarantine restrictions (7) strikes (8) freight embargoes, and (9) unusually severe weather In each instance the failure to perform must be beyond the control and without the fault or negligence of the contractor. 2.2 Reserved. 2.2.1 Reserved. 3.0 GOVERNMENT FURNISHED RESOURCES 3.1 Place of Performance. Work is to be performed at the following on-site location(s): Defense Information systems Agency, 8705 Industrial Blvd., and building 201, Tinker AFB OK 73145 3.2 Preventive Maintenance. The following shall be performed on a quarterly basis (i.e., first week of January, April, July and October) and scheduled with the security manager. 3.2.1 Camera's shall be cleaned and adjusted 3.2.2 Photo identification and camera shall be cleaned to produce quality badges 3.2.3 All files not backed up shall be purged from hard drive and software updated 3.2.4 Strobe lights shall be checked for expired bulbs 3.2.5 IFR shall be checked to insure system is aligned and working 3.2.6 Ensure quality recording of Digital Recording System 3.2.7 All readers functioning properly to include keypad replacement when worn 3.2.8 All magnetic locks secured and functioning 3.3 Remedial Maintenance. System maintenance for this mission shall be performed during normal duty hours (i.e., 0730 through 1630 Monday though Friday) and non-holidays. Technicians shall be available 24 hours a day, seven days a week 365 days a year for emergency service calls. Contractor is subject to a maximum of a two hour response time. Contractor shall provide a 24 hour emergency number for service calls. The security manager or his designated alternate will make the determination that a critical or major system failure has occurred. In the event of a critical or major system failure, during the maintenance period, the contractor, shall provide a technician for non-normal duty hours at no additional costs to the government. 3.4 Clearances & Security. Work to be accomplished in this task order is unclassified. The contractor shall observe and comply with all applicable security provisions in effect at the facility. Required visitor ID badges shall be worn and displayed at all times by contractor personnel. Movement by contractor personnel beyond the specified work areas require escort by a government employee. Contractor personnel shall observe and comply with all DISA and Tinker Air Force Base installation access requirements, applicable traffic and parking regulations/rules, and all other applicable regulatory requirements. 3.5 Privacy Act. Work on this project requires that if personnel have access to Privacy Infonnation. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.
