Description

This synopsis is amended to revise the requirements set forth in the Request for Quotation (RFQ) as follows: the Fall 2004 cleaning period shall consist of an exterior window cleaning only. The Fall 2004 interior window cleaning requirement has been deleted from this RFQ. This is a one time change and does not apply to the balance of the items solicited. CLIN 0001 is the only CLIN affected by this change. As a result of this change, the closing date has been extended. Quotations must be received by the Contracting Office no later than 23 Sep 2004 at 5:00 PM EST. A copy of this amendment may be obtained by submitting a request in writing to the Contract Specialist,Tammy Ward, at Tammy.Ward@dfas.mil. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. HQ0423-04-T-0017 is issued as a request for quotation (RFQ.) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2002-24. This requirement is 100% Set-Aside for Small Business and the associated NAICS code is 561720, Janitorial Services, and the small business size standard is $14,000,000.00. The requirement is procure window washing services for the Defense Finance and Accounting Service (DFAS), Columbus, Ohio. The contractor shall provide management, supervision, transportation, labor, materials, supplies and equipment; and shall plan, schedule, coordinate and assure effective performance of all services described in the statement of work to accomplish the job. requirement to clean the inside and outside glass surfaces of the exterior wall windows on a semi-annual basis. The requirement is for the contractor to clean both the inside and outside glass surfaces of the exterior wall windows (vision glass) and the inside and outside surfaces of the opaque spandrel glass panels of the exterior curtain wall assembly and entryways of the DFAS Columbus Center Building 21, 3990 East Broad Street, Columbus, OH 43216. The proposed contract will contain a basic period of performance with two option year periods that may be exercised at the discretion of the Government. The base year period of perfomance is to be 10 Oct 2004 through 30 September 2005 with inspection and acceptance at destination and F.O.B. Destination. The base period of performace will consist of two distinct work periods – spring and fall and performance period for each cleaning shall not exceed 30 days. The following provisions apply to include any addenda – 52.212-1, Instructions to Offerors – Commercial, 52.212-2, Evaluation – Commercial Items, 52.212-3, Offeror Representations and Certifications – commercial Items (Offerors are to complete when returning their offer), 52.212-4, Contract Terms and Conditions – Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items applies to this acquisition. The Defense Priorities and Allocations Systems (DPAS) assigned rating is DO-C9. The applicable Numbered Notes are 1 and 9.
