- The purpose of this amendment to solicitation R-DEN-011965, Replace Loan Accounting System for Housing for the Elderly (LASHE), is to incorporate the following changes: On page 1, paragraph 1.2 of the solicitation, add the following statement: After HUD has evaluated proposals and determined a competitive range, all vendors within the competitive range will be asked to conduct a demonstration to HUD personnel on the COTS software proposed. On page 5, paragraph 1.13.8, the statement is changed to read as follows: As stated in 52.212-4, the contractor may submit monthly invoices for system maintenance tasks completed in the preceding month for CLINs 001B, 002, 003, 004 andND 005. CLIN 001A may be billed for upon acceptance and approval by the GTR. The contractor shall submit an original invoice and three copies. On Page 7, Section II, Scope of Requirements, subparagraph titled Purpose, add the following after the sentence beginning IMPORTANT NOTE: Special Standards for COTS software - HUD must have the ability to work directly with the person or entity that has the legal authority to repair, alter, etc. the software without the involvement of a third party. Consequently, the contractor must have the ability and legal authority to repair, alter, etc. the software without obtaining permission from an underlying owner of the software. This criterion cannot be satisfied by a subcontractor. Proposals must include evidence of this ability and authority in the form of documents showing that the offeror (i) has developed and licensed the software or is the licensed partner of vendors who have developed and licensed the software and (ii) has the legal authority to perform the work under this contract without obtaining permission from the holder of the legal authority to repair, alter, etc. the software. There is no change to the date of October 18, 2004 at noon set for receipt of proposals as a result of this amendment.
