Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N68836-04-T-0280 is issued as a Request for Quotation and incorporates the provisions and clauses in effect through Federal Acquisition Circular 01-23. On behalf of SIMA Ingleside, Texas, the Fleet & Industrial Supply Center, Jacksonville, Florida intends to procure on an unrestricted basis, two Powered Reel Stands to include additional post type levelwinds. The North American Industry Classification System (NAICS) code is 333120 and the business size standard is 750. A firm fixed price contract is contemplated. This procurement is being processed under the authority of the test program for commercial items, ?Section 4202 of the Clinger-Cohen Act of 1996?. The following items are required: 0001 Powered Reel Stand, 2 each, Brand Name or Equal to: TSE International, Inc., Model: PRS 18-132x115. 0002 Second post type levelwind, 2 each, Brand Name or Equal to: TSE International, Inc., Model: PRS 18-132x115. Specifications: Brandname or Equal to: TSE International Inc, brand applies to all CLINs contained within this combined synopsis/solicitation. The reel stand is designed to take the magnetic cable off the ship for maintenance on the cable itself and also to on-load new cable. The reel stand must delivery 90,000 In-torque while handling an 18,000-pound reel measuring 132 inches in diameter and 115 inches in width. The reel shaft diameter is 4.5 inches and mounted on replaceable bronze sleeve bearings with grease fittings. The reel stand should be designed for quick change of the reel without tools. Safety lock to prevent reel from rotating during transportation. Single lever manual control during pay-in and pay-out. Lifting eyes to facilitate moving the reel stand with a crane or to secure reel stand to a deck. The reel stand should be mobile and capable of being lifted with a forklift. Coated to withstand marine conditions. Diesel engine. Quick change reelshaft system with straight vertical lift, double pin drive arm, locking collar with lifting loop, hydraulic caliper (manually adjustable). Steel frame construction with ?A? frame supports, control console shall be located so that the operator can view installation and removal of the cable from the reel. Contractors shall quote FOB Destination: Ingleside, Texas 78362. Additional Information: Parties responding to this request for quotation may submit their offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) company's complete mailing and remittance addresses, 2) discounts for prompt payment if applicable 3) cage code, 4) Dun & Bradstreet number, 5) Taxpayer ID number. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certification-Commercial Items with their offer. Vendors electing to utilize this form shall ensure that all information requested is submitted with their quote. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. (e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in paragraphs (i) through (vi) of this paragraph in a subcontract for commercial items. UNIT PRICES: Contractor unit prices, when incorporated into a Government contract, will be released under the Freedom of Information Act (FOIA) without further notice to the contractor submitter. If the Contractor takes issue with the release, it should submit its proposal data with the appropriate legends and explain in detail why such data cannot be released as a public record under the Freedom of Information Act. INVOICE NUMBER: In accordance with Title 5 of the Code of Federal Regulations (CFR), Part 1315, Prompt Payment, Final Rule, a vendor?s invoice number (account number and/or any other identifying number agreed to by contract) is now required for a proper invoice. MARK FOR ADDRESS: Vendors are required to include the Order Number as part of the shipping address. (Block 2 ?Delivery Order Number? of Form DD 1155 or Block 2 ?Contract Number of SF 1449.) PROHIBITED PACKING MATERIALS: The use of asbestos, excelsior, newspaper or shredded paper (all types including waxed paper, computer paper and similar hygroscopic or non-neutral material) is prohibited. In addition, loose fill polystyrene and plastic are prohibited as packing materials for items with a MARK FOR indicating a ship as the final destination. An itemized packing slip shall be included with each shipment citing the order number. The Government intends to make a single award to the eligible, responsible offeror whose offer conforms to this combined synopsis/solicitation, and is the most advantageous to the Government price and other factors considered. The following factors shall be used to evaluate offers: Technical (capability of the contractor to meet the government requirement and Price. The Government reserves the right to judge which proposals show the required capability. The Government also reserves the right to eliminate from further consideration those proposals considered unacceptable and not capable of being made acceptable without rewrites or revisions. Quotations must be received no later than 3:00 P.M on 24 September 2004.
