Description
This is a combined synopsis/solicitation for commercial items identified below, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: offers are being requested and a written solicitation will not be issued. This solicitation number: RFQ120-04, is issued as a Request for Quotation (RFQ). This procurement shall be solicited under the Simplified Acquisition Procedures (SAP) and is a Small- Business Set-Aside. The North American Industry Classification System Code (NAICS) code is 334516. The USDA, National Animal Disease Center has a requirement to purchase a Computer Controller 96 Channel Personal Pipettor with pipetting head package and software controlled on-deck washing system. The items you are offering must meet or exceed the following salient characteristics:(ITEM #1) THE COMPUTER CONTROLLED 96 CHANNEL PERSONAL PIPETTOR MUST: (a) have 4 stations that can dispense 0.5 - 125ul per tip, (b) be capable of pipetting from 96 into 384 or from 384 into 96 formatted lab ware, (c) be capable of performing column serial dilution, (d) be capable of performing row to row serial dilution, (e) have a small footprint that fits inside a regular sized fume hood, (f) be adaptable to various pipetting heads for various applications, such as: for disposable tips, 96 channel - for plate to plate transfer: for disposable tips, 12 channel - for row to row serial dilution: for disposable tips, 8 channel - for column to column serial dilution: for fixed tips 96 channel - for plate to plate transfer; for fixed tips, 12 channel - for row to row serial dilution; and for fixed tips 8 channel - for column to column serial dilution; (g) must be adaptable to custom pipetting heads for commercially available robotic pipet tips; (h) must be able to change pipetting heads in less that 15 seconds; (i) must have a patented seal lubrication design (Apricot Designs #PP-125NC-XD-B or Equal).(ITEM #2) PIPETTING HEAD PACKAGE must include: offset 96 channel pipetting head to fit tips of volume 250ul, 50ul and 20ul; tip loader/ejector for manual loading/unloading disposable tips; and pipet tip box holder(Apricot Designs #125N-AG-09 or Equal). (ITEM #3) SOFTWARE CONTROLLED ON DECK TIP WASHING SYSTEM must include: a 2-way deliver and suction pump, a circulating 96 individual channel wash bath, two packs of size 17 and 18 Tygon tubing, and tubing adaptors (Apricot Designs #550-A-11) This solicitation incorporates the following FAR clauses, provisions and addendums: 52.204-7 Central Contractor Registration; 52.211-6 Brand Name or Equal; 52.212-1 Instructions to Offerors-Commercial Item; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. In Paragraph (B) of 52.212-5, the following apply: 52.203-6, 52.223-9, 52.225-1, 52.225-13 and, 52.232-33. All offerors must include copies of 52.212-3 (Representations and Certifications). Faxed quotations are acceptable to Denise Hill at fax number 1-515-663-7482 on or before September 28, 2004, Central Standard Time. All responses will be evaluated in order to determine the ability to meet the above stated capabilities. The Government shall award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government per FAR 13.106-2. Responses shall include technical specifications, descriptive material, literature, brochures and other such information corresponding to each minimum required item, which demonstrates the capabilities of the offeror?s equipment. Offerors shall identify where the offered item meets or does not meet each of the Governments functional and performance minimum specifications listed herein. Offeror shall include references of three (3) firms for which similar equipment was provided. The anticipated award date is September 30, 2004. All responsible sources may submit a quotation which shall be considered by the Agency.
