Description
This amendment clarifies the requirement as follows: The intent for the recurrent training in the Caravan, C26 and Twin Otter was only for ground and SIMULATOR instruction. The deadline is extended to September 30, 2004. The original solicitation follows. This is a combined synopsis/solicitation for commercial items prepared per the format in Subpart 12, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number INL- 0110-294675 is a Request for Quote (RFQ). The Government intends to award a firm, fixed price contract for the acquisition of Spanish language pilot training. Interested offerors must submit proof of qualifications to provide the training. The following Provisions and Clauses are incorporated into this RFQ by reference and are in effect through Federal Acquisition Circular 24. No addenda apply to these Provisions and Clauses. FAR 52.212-1, Instructions to Offerors ? Commercial Items, FAR 52.212-3, Offeror Representation and Certifications ? Commercial Items, FAR 52.212-4 Contract Terms and Conditions ? Commercial Items, FAR 52-212-5, Contract Terms and conditions required to Implement Statutes or Executive Orders-Commercial Items. No additional FAR clauses apply. The following provides the specifications: Recurrent pilot training in the Spanish language is required for 11 students for the C-208 Grand Caravan; for 10 students for the DHC-6 Twin Otter and for 12 students for the C-26 aircraft. Pricing shall include price of training only. Pilots must be trained to FAA Part 135 standards. Training will be conducted at contractor facility in the United States. Interested offerors shall submit quote containing price of the Spanish language training and dates the training will be available. Airfare and per diem for students will be handled separately from the purchase order Award will be made to the lowest priced, technically acceptable offer which offers the best value to the Government. Offerors will be evaluated on their qualifications to provide the training as well as proof of those qualifications. Offerors must provide a completed SF 1449 and completed Representations and Certifications per FAR 52.212-3 with their quote. The Government will make one award from this synopsis/solicitation. Offerors must be registered in the Contractor Central Registry (CCR) to be considered for award.
