Description
This procurement is 100% set-aside for small business. The Government intends to award a 5 year Indefinite Delivery, Indefinite Quantity Firm Fixed Price contract for Single Phase Inverters, NSN: 6130-01-489-1789, which will be used to power miscell aneous electrical appliances such as incandescent lights, NiCad battery chargers, and electric hand tools. It will be mounted inside Shop Equipment, Contact Maintenance (SECM) vehicle. Built-in electrical outlets on the case front panel will be used, but remote outlets may also be installed at other locations within the vehicle. The inverter may be exposed to wind-blown rain when the vehicle doors are open. The inverter will be operated primarily (but not exclusively) while the vehicle is parked, with t he engine not running. The inverter must not drain the vehicle battery to the point that the vehicle engine cannot be restarted. The following salient characteristics apply: 1. The inverter shall have a dual output of 120/240 VAC, 60 Hz single-phase 2. The inverter shall have a continuous rating of 3200 watts 3. The inverter shall be UL458 listed for inverter system for land vehicles 4. The inverter shall have high surge capability to start a rotary air compressor with a 2 hp induction motor 5. 24 vdc input point shall be capable of accepting a 4/0 awg wire fastening to a single barrel aluminum screw lug type A 300mcm 6. 120/240 VAC 10 output point of the inverter shall provide 2 hot (Black), 1 Neutral (White), and 1 Ground (Green) Leads 10 awg X 6 feet Long 7. The inverter shall be capable of accepting input voltages of 22 to 28 vdc 8. The inverter shall have an automatic low battery voltage shutdown at 21 VDC with surge delay 9. Inverter unit protection shall consist of automatic electronic short circuit/ overload protection, automatic high temperature shutdown, and output circuit breaker protection 10. Indicator lights for external power, inverter power, low voltage input, overload, high temperature, and battery voltage shall be provided 11. The weight of the inverter shall not exceed 70 lbs 12. The switching transistors of the inverter shall be mosfet technology. The minimum package size of the mosfet shall be T0 247 or equal 13. Features not otherwise specified may vary at the option of the manufacturer 14. All circuit boards shall be conformal coated 15. The inverter shall be provided with 4 mounting holes on its base for attachment to a flat deck. Rack-mount and wall-mount configurations are not acceptable for this application 16. The inverter shall fit within an envelope not more than 17 inches side to side (control panel side), 10 inches top to bottom, and 16.4 inches front to back. 17. The Inverter shall have one 120 vac GFCI Outlet which meets ul2003 Requirements and which complies with UL Standard 943 Class A (GFCI) and UL Standard 498 (Receptacles), 18. The Inverter shall provide an adhesive backed label near the GFCI Outlet with the following: Information Test GFCI once a month. See Operating Instructions. The GFCI testing procedures shall be provided in the operating Installation manual. The maximum quantity will be 750 each. The minimum guaranteed quantity is 40 each. All quantities will be delivered to New Cumberland, PA. FOB Destination. Inspection and acceptance will be at Source. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested part ies to periodically access the above Internet address in order to obtain any amendments that may be issued. Failure to obtain any said amendment and to respond to them prior to the date and time set for receipt of proposals may render your proposal non-responsive and result in rejection of your proposal.
