Description
The USDA, Agricultural Research Service (ARS), intends to negotiate solely with Integrated Development and Manufacturer (Environmental Growth Chambers), Chagrin Falls, Ohio, to furnish, deliver and install a new Blackberry Environmental Chamber with temperature controller and split heating and air-conditioning unit at the USDA, ARS, Appalachian Fruit Research Station (AFRS), 2217 Wiltshire Road, Kearneysville, WV 25430. The Contractor shall provide all labor, equipment, materials, tools, assembly and supervision to furnish, deliver and install one (1) Blackberry Environmental Chamber. The Environmental Chamber also includes a temperature controller and a split heating and air conditioning unit. The purpose of this unit is to provide a greenhouse within a greenhouse. Therefore, the unit must consist of see-through walls. The USDA, ARS, AFRS has identified that EGC has previously fabricated a similar unit for the USDA in Beltsville, Maryland and that no other manufacturer is capable of producing a similar item. INSTALLATION and a standard commercial warranty is required. The period of the warranty shall begin upon acceptance by the Government. DOCUMENTATION - The Contractor shall provide two (2) copies each of the operations, repair, software, maintenance manuals, lubrication and service instructions, operating instructions upon delivery of the equipment. All documentation shall include the P.O. number. DELIVERY shall be F.O.B. Destination, within Consignee's Premises, within 60 days after receipt of the purchase order. Section 508 of the Rehabilitation Act of 1973, as amended, standards 1194.21 and 1194.25 applies to the above unit. All software must be meet "Year 2000" Compliancy requirements. This procurement is 100 percent set-aside for Small Business. The NAICS is 423490 with a size standard of 500 employees. Companies with the demonstrated capability and financial capacity to provide and service such equipment, warranty must submit a written substantive statement outlining the Company's and systems' capabilities (including price lists) to the Contracting Officer BY 11:00 A.M. ON September 28, 2004. This is not a request for proposal. No solicitation is available. If no affirmative responses are received by September 28, 2004 at 11:00 a.m. to determine whether a qualified source is more advantageous to the Government, an order will be placed with EGC under the authority of FAR 6.302.
